For more than 50 years, as the backbone of ideological and political education for college students, counselors have made important contributions to the development of colleges and universities. In the new period with new situation and challenge for college ideological and political education, the effect of college counselors will become more prominent in the education.The constructing and introducing of competency model make the recruitment, selection as well as training and evaluation work of college counselor rise to a new level, which stands for better operation and standardization.At present, the domestic research of competency features in education field mainly focuses on positions of teachers and middle or senior management cadres, a small number of researches concerning competency features of college counselors all take the competency model. Nevertheless, the research regarding competency model of science and engineering college counselors is still a blank. The paper, using questionnaire method, expert evaluation, behavioral event interview and so on, builds a competency model of science and engineering college counselors, and performs an elementary study for human resource management plans and measures of science and engineering college counselors based on that model.In the paper, domestic full-time counselors of science and engineering colleges are selected as the object of study, the result shows: in the case of no significant difference on interview length between excellent group and general group, the frequency of competency features is a relatively stable indicator with obvious gap which well distinguishes the excellent performance group and general group; through empirical studies a preliminary competency model for full-time counselors of science and engineering colleges is established, in which there are 12 competency features including a sense of responsibility, a sense of profession loyalty and others. Six dimensions in such model is identical to that of common competency model of college counselors established by Jiping Yang and others, one dimension enjoys the similarity and the other five dimensions are different.
