“One could not work as a pillar without health”. It has become a social concern that there is a contradiction between the demand of talents having physical and mental health and the continued decline of adolescents' health. Physical health is the base of people's overall development, and sport quality is an important part of health, and placed as priority in quality education. Effective promotion of young people's physical health, nurturing students' physical qualities is a must for achieving "health education" goals.adolescents' physical health declining was because school PE did not implement the physical health evaluation standard strictly, and physical health evaluation indicator has some problems too. Therefore, the establishment of a scientific and rational assessment indicator system has a certain theoretical and practical significance to promote students' physical health.The research purpose of this paper is to build a Shanghai junior high school sports quality evaluation system, based on a comprehensive theory of human development, lifelong education theory, education evaluation theory, and the theory of standardization, with the quality of the Shanghai junior high school sports being the research object. The integrated use of literature research, survey methods, AHP, measurement, analysis and mathematical statistics, logical analysis, and so on was adopted. This paper mainly focuses on the following contents:1. Theoretical analysis on the connotation and structure of sports, Physical Education Quality Evaluation;2. Empirical investigation on Situation of Sports Quality Evaluation of junior high school students in Shanghai;3. Screen, develop, and optimize Shanghai junior high school sports quality evaluation indicator, and build Shanghai junior high school sports quality evaluation system;4. Develop and finish Shanghai junior high school sports quality assessment tools.Based on the research above, the following conclusions come like this:1. Physical quality is the sum of all kinds of acquired sports ability through physical education in a certain innate physiological basis. Physical quality evaluation index system is the basis of the prediction or assessment for the quality of students' physical quality evaluation, decomposing students' physical education quality into a behavior-based, actionable indicators of the structural system according to their physical properties and characteristics, each of the nature decomposed, structural system each constituent elements(ie indicators) endowed with the appropriate reasonable weight, which provides the physical quality of the evaluation what to evaluate and what not to, from the abstract to the concrete, is the objective understanding of students' physical quality evaluation.2. PE teachers and students in junior school in Shanghai have a good awareness and understanding of “National Students' Physical Health Evaluation Standard”, and hold a positive attitude towards it. “National Student Physical Health Evaluation Standard” did not reach the due effect on promoting of junior high school students' mastery of knowledge related to sports, motor skill acquisition, develop physical exercise behavior; both teachers and students considered “National Student Physical Health Evaluation Standard” needs further development and improvement. PE teachers and high school students are eager to reform the physical quality evaluation system, considering that “sport knowledge +motor skills + physical quality + sport exercise” is the best combination of quality evaluation sports structures.3. Build a scientific, operational, diversified, multi-level evaluation system for Shanghai junior high sports qualities based on the theory of establishment of index system, among which, physical quality, motor skills, sport knowledge, sport exercise are four first-grade indicators, reflecting the quality of the comprehensiveness of evaluation of sports quality; and take ?body shape,?physical function,?body quality,?ontological(PE) knowledge,?operational knowledge,?basic technology, ?technology portfolio,?sports learning experience,?experience of participation in sports competitions as the second-class indicators, reflecting the diversity of sports quality evaluation. Based on which, and we subdivided into 25 third-class indicators in order to facilitate operational, easy to quantify. And give a scientific weight distribution to each of the 38 indicators.4. According to the scientific method of scale, make a scale of the junior high school students' sports knowledge dimensions in Shanghai, which was verified with high reliability and validity, achieving the sports knowledge transform from a qualitative evaluation to the quantitative evaluation. Compose the sports experience scale for Shanghai junior high school students, which was a measurement tool for evaluate the sports learning experience for Shanghai middle school students. Meanwhile, proposed the experience of sport competition could be involved in the evaluation based on the evaluation of sports learning experience, if sports experience would be evaluated.5. Reform motor skills evaluation of junior high school in Shanghai, integrate the quantitative method of sports skill evaluation, starting from basic techniques, technology combine dimensions, taking three balls(foot, basket, volleyball) for assessment project, which established junior high school students in Shanghai norm standard, and play a very good reference for the evaluation motor skills of junior high school students in Shanghai.6. Based on “National Student Physical Health Evaluation Standards”, the body mass index was restructured, increasing the proportion of physical quantification, which has a good role in enhancing strength, endurance and other physical fitness for middle school students in Shanghai.7. The construction of junior high school sports quality evaluation index system in Shanghai will play an important role in promoting the overall reform of school sports, school sports evaluation, and promote the comprehensive development, effectively enhancing students' physical fitness.
