Faculty management system,concerning the quality of talents training and academic research as well as the survival and development of the univer-sity as an academic organization,not merely plays a role in regulating and re-stricting faculty behaviors,but also in encouraging them.The system is able to arouse their enthusiasm to the devotion to scholarly research in peace,enjoy imparting knowledge and educating students,and conduct scientific research leisurely.Influenced by varied factors,another scenario always exists in faculty management,namely a general downturn in their academic morality,a decline in the quality of undergraduate education,researching for the sake of publish-ing papers and common occurrence of academic misconducts,etc.The incen-tive function of the system fails to work efficiently,resulting in the disregard for the particularity of the academic organization and a function deviation from the objective laws of education and management.Instead of successfully exercising the function to motivate faculty,the system has caused them to stray from the path of proper behavior,violating the original intentions.Moreover,the incentive function has departed from its true pursuits because of the influence of multiple factors.Various emerged problems are leading to imaginable consequences.The causes of the problems are complex,including external and internal factors.Conflicts and confusion exist in the transitional China.The academic field is dominated by logical rules of fields such as the politics and the econ-omy to different degrees.The reform of the higher education management system has entered the deep water area,with problems such as the excessive intervention in education and academics by the administration power,disloca-tion of the government allocation of resources,the urge of economic interests and defects of the system itself,along with the common impetuous mentality in society and a greater eager for instant success and quick profits.The prob-lems should not be ignored as they reflect that in faculty management exist a greater instrumentality and weaker value rationality,a decline of ideals and spirits in higher education,and a downturn of the sense of mission and re-sponsibility in faculty.In the course of time,all will result in an increasing mental pressure on faculty,a faculty burnout and even a profession crisis.From the perspective of development,the problems of the incentive function are inevitable results.In the current circumstances,exploring the so-lutions can to some extent digest the problems and the alienation phenomena.In the terms of China's current state situation,in view of particularities of ac-ademic organization and drawing on the successful experience of college management of domestic and foreign universities,the reform of the faculty management can be carried out from three directions in order to solve the problems well.First of all,reform the higher education management system with the removal of the strong administrative influence on higher education and the achievement of a better balance between the academic and administra-tive power.Secondly,show more respect to the faculty's labor.In view of characteristics of the teaching profession,the personnel distribution system should be reevaluated,adhering to the classified evaluation,perfecting the as-sessment and appraisal mechanism of university faculties,downplaying and quantizing the management model.Thirdly,under the guidance of the motiva-tion theory,we should handle well the relationship between the higher educa-tion development and faculty's development as well as the relationship be-tween fairness and efficiency,motivation and restriction,teaching and scien-tific researching,and the relationship between the faculty and administrative staff.Moreover,we should attach importance to the individual development and the team building of the faculty,conceiving an ideal academic ecological environment,and thus the universities are capable of regaining original func-tion as an academic and educational organization,and the faculty can achieve ideals.
