Primary and secondary school teachers' institutional management is an important content of institution establishment management,which is also a necessary measure to comprehensively deepen the reform of the system.Reasonable and standardized management of primary and secondary school teachers plays a key role in the scientific allocation of teachers,which is conducive to meet the basic requirements of the healthy development of basic education.Primary and secondary school teachers' preparation management system has experienced three stages,including the creation period,the two adjustment periods and the overall development period.With the development of the basic education reform,teachers' management standards and management system cannot fully meet the needs of the current basic education,which restricts the enthusiasm and creativity of local development of education career.This article from the perspective of public management,combined with the establishment of management theory,human resources management theory,through the analysis of Jilin province in primary and secondary school teachers' establishment and establishment of management status quo,summed up the establishment of the management of teachers' establishment of standard system is not perfect,teachers' establishment of management system is not comprehensive.Three main lines are put forward by reforming the management system,perfecting the verification standard and the management model of the creative work,and propose the pertinent countermeasures and suggestions.Under the premise of "control and reduction,adhering to the combination of "slimming" and "fitness" for primary and secondary school teachers` establishment,which should not only increase the number of teachers,but also meet the needs of basic education development.Insist on the structural reform of establishing and perfecting the mechanism of duty division and cooperation,formulating and implementing the dynamic management mechanism and implementing the system reform of the construction.Adhere to the perfected standards of improving the basic standard,unifying the standard of urban and rural compilation and the rational formulation of additional compilation and addendum factors.Persist in the innovation model of combining the information management of teachers' compilation and the management of teachers' compilation and retreat.
