The reform of China's higher education management system requires that the internal management of universities be transformed from a “management model” to a“governance model.” The college academic committee system is an important part of the modern university system.It is not only an institutional carrier for the idea of teaching and learning,but also a critical path for optimizing internal governance system of university.This dissertation focuses on the issues of construction of college academic committee system.Based on the new institutionalism theory,analytical framework of institutional change theory and related viewpoints.The research methods include literature review,comparative analysis,content analysis,and interview.These methods are adopted in the research of some of the theoretical and practical issues in the construction of college academic committees.The dissertation mainly includes the following four parts: Firstly,through the literature review and theoretical speculation,this paper deeply analyzes and defines the connotation of the Academic Committee of Colleges and Universities,and discusses the academic organization,academic power,professorship,and the similar basic concepts such as institutional construction of academic committees in universities.Then,this dissertation provides in-depth explanations on the new institutionalism theory and institutional change theory as the important supporting theories of this research.Secondly,taking Y university as an example,surveys and content analysis are applied to the analysis of status of institutional construction of academic committees of Y university.The study firstly shows that there are few problems in the construction of the academic committee system of Y University.These problems include the unstable positioning of organizational functions,the unstandardized institutional settings,the unclear relationship between powers and responsibilities,the unimproved operating mechanism,and neglected normative and cultural recognition due to the overemphasized regulatory factors.Secondly,based on the theoretical analyses on the characteristics of academic organizations,the development of higher education,and the theory of new institutionalism.This studyreveals two influential factors including endogenous and external factors.Finally,based on the successful experience of the establishment of Professor' Association between National Southwestern United University and University of California at Berkeley,the establishment and improvement of the academic committee system in Yunnan's colleges and universities requires not only a clear understanding of the relationship between the powers and responsibilities,and improvement the operational mechanism on a regulatory level,but also on cognitive level in relation to regulations and culture to strengthen its internal value and the construction of institutional cultural environment.The dissertation comprehensively used the methods of content analysis and interview to analyze the existing problems in the academic committee system of Y University.This has a certain novelty in the method of research on the construction of academic committees.In addition,the paper applies three institutional elements in the new system theory including regulatory elements,normative elements,and cultural-cognitive elements and institutional change theories.From which this dissertation puts forward specific countermeasures for improving and improving the institutional construction of academic committees in universities in which innovative perspectives are created on the basis of analytical perspectives and theoretical support.
