Nowadays, with the popularization of higher education and the construction of world-class universities, the quality problem has been widely concerned by the education authorities and the whole society. Key construction of higher education springs up in all countries. However, the traditional mode of higher education management and quality can no longer meet the requirements of changing times, and there is still a gap between the level of higher education development in developed countries. Functions of scientific research, talent cultivation, social service, and cultural heritage can not meet the needs of national and social development. Therefore, it is the mission of our country to reconstruct the new managerial force and quality concept, grasp the world first-class university and the first-class subject construction, and take the connotation type development path, which are the national demand, the people's need and the higher education development.This paper focuses on “the current situation of the quality assurance system of China's higher education construction under the view of governance theory, what governance issues exist, and how governance theory can effectively guarantee the key points of higher education in China continue to enhance under the guidance” with document law, comparative method, investigation method and case analysis method. First of all, do the theoretical explanation of governance theory and the quality assurance of key construction of higher education, clarify the relationship among quality objectives, input guarantee, organization operation and quality control in quality assurance system and establish a rational analysis framework, to make a precondition for using this theory to deconstruct key construction quality assurance of higher education. In order to facilitate the comprehensive three-dimensional understanding of the development of key construction of China's higher education, the paper deep analyzes the development context of the key construction of higher education policies, and the author interviews with the relevant university personnel in departments of higher education key construction. In the macroscopic aspect, we choose the “985 Project” and “211 Project” which are the most representative construction of higher education in our country. While we choose the research project of “985 Project” of J Research University in microcosmic aspect, which describes the combination of state and university. This paper analyzes the status quo of the construction of quality assurance of key construction of higher education from the perspective of governance, and makes a thorough analysis of the problems such as the vagueness of the value construction target value, the unbalanced construction benefit, the unclear right of organization structure and the seriousness of management mechanism. Japan, South Korea, Taiwan and other East Asian countries are regions which have national conditions and geographical similarities with China, by analyzing the above countries and regions of higher education focus on building quality assurance status, to find out their common characteristics and can learn from the useful experience. The author puts forward some advice about the reconstruction of quality assurance system of key construction of higher education in China based on the theory of governance. In the aspect of value orientation, it is necessary to set up a correct model for the construction of quality assurance system of higher education in China. The focus of education is to build a quality assurance concept, based on human development, to achieve the transformation from “knowledge dissemination” to “civilization and progress”; aiming at a higher education power to achieve the transformation from “scale expansion” to “quality improvement” insisting on morality education and achieving the transformation from “related benefit” to “main value”. In the path and the policy reform aspect, to realize “the pattern remodeling, the system reconstruction, the path rectification and diversified means”; to keep the unification of “development direction” and “the management path”, to combine “key link” with “key breakthrough", to equalize “resource fairness” and “construction efficiency”, to interact “rule alliance” with “multiple governance”.In the long run reform and development plan in China's key construction quality assurance of higher education and the practice of further promoting the world first-class university and the first-class subject construction, to overcome the drawbacks of the traditional government as the sole subject of management, to use the concept of governance and ideas, to play the role of government, the market and the society, to form a network of higher education focus on the pattern of construction, enabling higher education to focus on building the various stakeholders to participate in the construction, to show an atmosphere of pluralism, coordination and unity of “good governance”, to form a basic pattern of “unified leadership, pluralistic governance, harmonious good governance and scientific development” and ultimately to realize the quality objectives of the key construction of higher education and enhance the public interest of the country.
