The quality assurance of technical and vocational higher education is an important measure to expand the supply of high-quality vocational education and realize the connotative development of technical and vocational higher education.However,the quality assurance of technical and vocational higher education needs to be clarified on the theory and model,and optimized and improved in practice in terms of who will guarantee,what to guarantee,and how to guarantee it.At present,advancing the modernization of the national governance system and governance capacity is an important goal for the comprehensive deepening reform.Modern governance is becoming a theoretical basis for state-will and comprehensive deepening reform.Study the quality assurance of technical and vocational higher education from the perspective of modern governance to introduce the grand narrative method into specific applications,is the detailing,landing and implementation of the national top-level design.The research on the quality assurance of technical and vocational higher education from the perspective of modern governance aims to use the power rebalancing relationship and operating mechanism of modern governance reflecting legalization,socialization,intelligence and specialization,especially the multi-center governance structure and multi-value concept,multi-polar cooperation and network interaction of modern governance,to optimize and improve the basic organizational structure,the basic unit of analysis,the core values and key technical support of the quality assurance of technical and vocational higher education.The focus of research is on the basis of realistic investigations and guidance of theoretical analysis,applies comprehensively the methods of survey,literature studies,case studies and etc.,to directly tease out,analyze and take reference in hundreds of academic literatures,over a hundred policy documents,investigate the government departments,higher technical and vocational colleges,industry enterprises,and experts,and further analyze in-depth“Social Adaption Capability Assessment of National Higher Technical and Vocational Colleges","Annual Report on Technical and Vocational Higher Education in China”,“Diagnosis and Improvement of Teaching Work in Higher Technical and Vocational Colleges" and other practices to assure the quality.Based on theoretical analysis,development status,and logical dialectics,and combined with the type characteristics of and quality of technical and vocational higher education,the relevant aspects of quality assurance in technical and vocational higher education are discussed,and the desirable mode of quality assurance for technical and vocational higher education is proposed in this paper.The research on the quality assurance of technical and vocational higher education from the perspective of modern governance mainly comes to the following conclusions.Technical and vocational higher education is a new type of higher education that has emerged from the development of China's education reform,which should be recognized with epistemological and political philosophy of education.And the quality and quality assurance issues should also be considered in the overall context of society to establish a new quality concept,which could not only reflect the"object traits”of technical and vocational higher education such as occupational,technical and advanced nature,but also demonstrate the "subject needs" of technical and vocational higher education,such as economic,social and educational nature.At the same time,with reference to the multi-value interaction and co-building of modern governance,the quality assurance of technical and vocational higher education must establish a comprehensive,open,and natural value orientation,with governments,schools,students,industry and companies,and third-party organizations coordinating and promoting entirely,to improving comprehensively the implementation,execution efficiency and implementation relationship of quality assurance.Similar to the multi-central governance structure,the quality assurance of technical and vocational higher education will gradually show a new assurance structure of multi-power center,and the division of labor and collaboration among various stakeholders such as the government,schools,and society will display a multi-central system,and form a multi-central quality assurance model to promote the quality assurance of technical and vocational higher education from original top-down"pyramid" type structure to a new "multi-center" structure emphasizing network,multi-polar cooperation and interaction.In view of the complexity of quality assurance factors,the phase variety of social participation and the exponential development of modern technology,the explanatory power,realizability,efficiency and efficiency of the viewpoints proposed by the paper needs to be further deepened in research and tested in practice.
