Private college has thrived in the past thirtyyears development and it has become a very important part of university education in China.However,the weak in supervision of system management and policy regulation lags far behind development of private college.Especially in distinguishing for-profit and non-profit private college,the long term unclear definition results in few support policy and other series of regulation's establishment.Under this situation,the aim of establishing a private college different from the institution request.In addition,they also become radical barrier to healthy and sustainable development of private college education.Therefore,institutional innovation of classification management of for-profit and non-profit private college can help to solve this problem as well as changing the development environment and pursuing reforms.This study focuses on the institution change theory,stakeholder theory and other relative theories,try to find out the difficulties and problems in classification management of private college according to history of private colleges in China as well as experiences of other countries.Then the systematically method can be provided and deeply reflection on these problems will be aroused.It can also make reference to government decision.First of all,this study reviews the history of private higher education and clarifies its relevant regulations and policies since the reforming and opening of China.It reveals the reasons for establishing the non-profit system of private college education as well as the inherent logic of achieving profitability from the institutional point of view.Also,it reveals the complexity and particularity of the interweaving between for-profit and non-profit in Chinese private colleges.At the same time,the study discusses the proposition and implementation of the reasonable return system,which is the predecessor of distinguishing management of private colleges.And it points out the inevitability of distinguishing management.According to the history,these discussions give guideline to the next step implementation of institutional management.Secondly,the study classifies the benefits related parties who are responsible for classification management of private colleges.Questionnaires and mathematical statistics analysis are applied to select the core part of thesebenefits related parties.Then through the analysis of their interest demands,main divergence is demonstrated.The study also reviews the formulation and implementation of classification management policies from the perspective of "Benefit Gambling".Then after a series of action related to the "game",including structuring its framework,researching the hard core parties' institution logic and analyzing its basic characteristics,the game model of main benefits related parties is established.Thirdly,as one of those countries who have the most developed private higher education in the world,America is a very good reference.Thus,the study summarizes its development history,current situation and features in terms of for-profit and non-profit private colleges;analyzes the reasons of why both private colleges could have prosperous development respectively,and derive successful experiences as well as what we could learn and reference for our private colleges from its institutional management.At last,the study analyzes and summarizes difiBcult problems related to classification management of private colleges from four aspects,which involve the update of concpt,the selection of profitability,the management of equity and the substantial transformation of control power,and also,it particularly points out that the last aspect is the most essential factor for the revolution of distinguishing management-Aflerwards,basic principles of distinguishing management policies are given and according to the analysis of stakeholders as well as the experiences of distinguishing management that learned from America,the practical project and implement approach are available for private college.
