Secondary vocational education is an important part of public service system,to promote social and economic development has essential value.In our country,the cause of secondary vocational education has been increasingly social attention,the government introduced a series of preferential policies have already produced results,the attraction of the secondary vocational education is gradually enhanced,the proportion of secondary vocational education and ordinary high school education,tend to be reasonable.However,from the overall requirements of the social and economic development of our country,the connotation of the secondary vocational education development still faces many difficulties and obstacles,including secondary vocational education to cultivate talents is difficult to keep up with demand for the development of enterprise transformation,product upgrades,university-enterprise cooperation between secondary vocational education and enterprise and combination of production and education but also a lack of depth and fit,"most schools form bright characteristics,as national key industries,strategic emerging industries and regional characteristic industry the supply of high-quality skilled personnel base." The development of the target is still far from true.To a large extent,the difficulties and obstacles on the solution of the breakthrough depends on a can really meet the requirements of secondary vocational education personnel training of secondary vocational teachers.And such a secondary vocational teachers team construction,is a reasonable value orientation and the secondary vocational teachers' policy of guidance.Secondary vocational teachers' policy is the essence of the interests of the subject of policy coordination and distribution,its value will directly affect the interests of teachers,thus to change the direction of the teachers' career pursuit.Therefore,this study to secondary vocational teachers' policy value orientation as the research object,trying to back through history,model building,questionnaire test,variable correction to the path of the secondary vocational teachers' policy value change,reveals the main factors influencing the value orientation,found that the mechanism of changes of value orientation,inductive secondary vocational teachers' policy value orientation adjustment,the proper way to put forward the current secondary vocational teachers should embody the value orientation of policy.By historical study method and literature research,this study firstly from the aspect of fact and value level,the two dimensions to policy content and policy environment,to our country for one hundred years,main secondary vocational teachers' policy and grounded theory research methods,the new China's reform and opening up policy in two different historical periods before and after secondary teachers phase change was investigated,and the value orientation describes the secondary vocational teachers'policy value orientation preference reality status,and analyzes the causes of policy preferences.After the value orientation of our country's secondary vocational teachers' policy historical evolution of the comb,found that secondary vocational teachers' policy value orientation is the value evaluation standard and value choice of a certain subject,through the value orientation into policy subject specific value goal.Based on the findings,in order to further reveal the inner mechanism of the secondary vocational teachers' value orientation of policy change,draw lessons from the basic principle of value theory,this study attempts to build a value orientation as the dependent variable,the value evaluation standard,value choice and value goal of independent variables of the conceptual model framework.According to the model put forward three hypotheses,and to the formation of the secondary vocational teachers' policy value orientation in the history of facts to test hypotheses.Research also attempts to use "consistent" and "differences" two ruler,measure and analyze the changes of the secondary vocational teachers' policy on the value orientation,proved that the model can explain the path of one hundred secondary vocational teachers'policy value orientation change.At the same time,to examine current secondary vocational teachers' policy value orientation of policy implementation,this study adopts questionnaire survey,the current secondary vocational teachers' policy value orientation of teachers' management reality situation investigation,using model framework to verify the current our country secondary vocational teachers in policy formulation of value orientation,on-the-job management of part-time teachers title evaluation of academic orientation and policy tool orientation expressing reality.And,according to the results of the survey to modify the value orientation of implicit model variables,on this basis,proposed secondary vocational teachers policy should embody the value orientation of "autonomous technological progress".This study through policy,concluded that with the change of Chinese society since the late qing dynasty,secondary vocational teachers' policy value orientation has experienced the "tools->partial economic to political,economic,with the text"changes.And it is concluded that:the two conditions are required to confirm the reasonable policy value orientation:complete information and moderate time pressure.As the standard for policy value of incomplete information and affect the time pressure of policy value choice,can create the value orientation of policy deviate from the target value.Based on this conclusion,proposed secondary vocational teachers adjust the correct way to policy value orientation,namely:the value choice of technical skills and education degree,with technical property rights as the value standard,value goal of independent technical progress,thus establish the"independent technical diligence" ought to be of value orientation.The drawback of this study.Upon confirmation of secondary vocational teachers'policy value orientation in the process,will not originally has the very important status of the third sector and the value of the independent industry association standard and value choice way included in the research field of vision,this is less than one.This paper puts forward the secondary vocational teachers' policy reality value orientation and its adjustment method,but along with our country economy the transformation of the government to a service-oriented government,according to the change of the policy value subject,policy influence the unceasing change of domestic and international environment,timely adjust the implicit model variables,make"technology to develop" the more scientific value orientation,deserves further research.
