| Compulsory education is the foundation project of education,it is a public welfare undertaking that must be prioritized,and a basic undertaking that is essential for poverty alleviation.At present,China has entered the decisive stage of building a well-off society in an all-round way,which is the key period for the in-depth development of new urbanization.It puts forward new high demands on the quality of compulsory education.However,the contradiction between the urban and rural dual structure is still outstanding in many parts of China.A large number of school-age children are flooded into urban schools to receive education.The problem of large class sizes in urban schools is serious,while the quality of rural schools is in short supply and the quality of education needs to be improved.The allocation of urban and rural education resources has been difficult to meet the requirements of the development of new urbanization.Therefore,this paper focuses on the county area,measures the efficiency of resource allocation of county compulsory education in Hunan Province and analyzes the influencing factors.This paper takes the distribution efficiency of county compulsory education resources as the research object,selects the related data of 39 counties in Hunan Province,expounds the related concepts of county rural compulsory education resource allocation efficiency,and analyzes the related theories of public goods theory,public choice theory,and consignment generation theory.On the basis of this,an indicator evaluation system for measuring the efficiency of resource allocation for county compulsory education is constructed;after all the county districts have been allocated the efficiency of compulsory education resources,the factors affecting the efficiency of resource allocation are analyzed;finally,corresponding policy recommendations are proposed.This paper empirically analyzes the allocation efficiency of county compulsory education resources in Hunan province.The study finds that the overall level of resource allocation efficiency of county compulsory education in Hunan province is relatively good;however,there is some redundant input in the allocation of county compulsory education resources;regional economic strength is positively correlated with county area although the allocation efficiency of compulsory education resources,the impact is weak;the regional population density and the scale of government expenditure play a positive role in it,and the correlation is relatively large;the regional urbanization rate is negative to the allocation efficiency of compulsory education resources.The research suggests that to improve the efficiency of county compulsory education resources allocation,we should not only pay attention to the total amount of investment in educational resources,but should also pay attention to the level of planning,using,and management of educational resources.We can take several suggestions:First,we must improve the scientific budget and allocation mechanism of educational resources input;the second is to strengthen the management of compulsory education schools and their educational resources;the third is to improve the evaluation mechanism of the allocation efficiency of compulsory education resources. |
