The Blending Of Knowledge Power And Social Norms

During the making of public policies,the research on effects of social science has been one of the most important realms in philosophy of social science,and also the high concern of researchers and public policy-makers in theoretical and practical fields.But at present,there is no systematic research.Starting from 19 th century,scholars and policy-makers have discussed the interactive relations between social science and public policies,and have made some achievements.Up till now,the researches mainly focused on two aspects.Some are on normative explication in subject areas,including relation between knowledge and power,and correlation between social science and public policies.Others are on how to apply social scientists' research findings into making of public policies,which are the researches on patterns of social science intervening to public policies and on mechanism of obtaining higher social position to influent policies making.These researches,in nature,have experienced the stages from unitary unification to binary separation.And they focused on how to improve the interaction between social science and public policies in the models of binary separation for a long time,following by a lot of researches in relation with modes,paths and mechanism.But the application of these two-dimensional research findings in more complicated society of the time has shown more and more limitations.This dissertation construct a multiply interactive trinity model of “public--experts-government”,which will meet the needs of contemporary social development.The empirical study revolving around the model,expounds that social science functions in academic guidance,experts investigation and communicative intermediary during the process of different policies.This paper consists of introduction,five special chapters and conclusion.The introduction chiefly gives explanations related to this paper,including the objective and significance of the topic selected in this paper,overview and analysis of domestic and foreign researches,thinking design and major research content in this paper as well as the innovation points and deficiencies in this paper.Chapter I describes the historical evolution of the relevance between social science and public policy.Starting from systemizing the development history of knowledge and power,this chapter describes the development course of power and knowledge concept from ancient times to modern and contemporary times,analyzes the important features of each stage and correspondingly analyzes the historical course of the relevance between social science and public policy according to the development vein of knowledge and power concept so as to explore the internal necessity and external presentation that social science is oriented by the public policy.Chapter II describes the interaction under the binary separation model.From the entry point of ubiquitous thought of binary separation in social science,this chapter reveals the inherent cause of forming the binary separation model of knowledge and power,describes the several models of research results of social science applied in the public policy,discusses relevant factors affecting the effect of social science in public policy,analyzes the main approaches,through which social science can get involved in public policy and emphatically discusses the limitation of using the research results under the past binary dimension on the more complicated social background in the contemporary times.Chapter III reconstructs the public policy dimension of social science.This chapter falls into three parts.Part I points out the necessity to reconstruct the public policy dimension of social science by analyzing the features of social science and the mismatching between social science and public policy.Part II discusses how to reconstruct the public policy dimension of social science,namely,adding the element of public participation to construct a new multi-element interaction model.Part III discusses the new public policy-making mode under the age of big data.Chapter IV describes the construction and application of multi-element interaction model.This paper detailedly discusses the three major types of multi-element interaction model,correspondingly selects three influential typical cases for empirical research,analyzes and points out the utility of social science in different application environments and various policy-making processes.Chapter V describes the introspection and reform from the global perspective.This chapter mainly focuses on the internationalization of public problems triggered by globalization and new changes in the social science field,then discusses the new features of social science's participation in public policy,and analyzes and points out the exploration into the mechanism that the age of globalization promotes the development of multi-element interaction model.The conclusion falls into two parts.Firstly,this paper briefly summarizes and analyzes the main content researched in this paper and points out the targeted direction of research on the policy dimension of social science,namely,multi-element interaction.Secondly,this paper points out the current major problems in the scientization and democratization process of Chinese policies and puts forward specific solutions.In addition,the author further thinks about the future development trend of the public policy dimension of social science.
