In the critical period of building a well-off society in China,the “learning society for all and lifelong learning” has become one of the three strategic objectives of the country's long and medium-term education reform and development.Community education enhances professional skills and enriches the spirits of the public,which is not only the focus of improving the quality of all,but also a breakthrough in the innovative social governance.The dilemma in China's community education Governance is “A thousand lines followed by one needle”,which results in an insufficient supply of community education compared to the growing demand for diversified learning of the public.Therefore,the state calls for a reasonable mechanism of collaborative governance in community education.Using historical research,comparative research,empirical research,case studies and other methods,this paper studies on how to establish a collaborative governance supply model to meet the interests of different participants.First,the paper develops a conceptual framework of collaborative governance in community education.With the increasing diversified demand for public learning,community education combines public working and their lives based on the platform of community itself.Through analyzing the history,current situation and predicament of domestic community education and governance,and drawing lessons from international experiences,the paper clarifies that the community education governance trend in China is towards a government-led multi-subject collaborative supply model.Secondly,there are three main mechanisms in collaborative governance of community education.First,resource mobilization.By refining the resource structure,and taking advantage of organizational and social mobilization,the participants will be more active in the community education.Second,multiple subjects' co-governance.The establishment of vision,division of responsibilities,division of labor,information sharing,equal consultation,supervision and evaluation,together contribute to achieve an effective supply of community education.Third,distribution of benefits.An analysis of multiple agents' interests helps to secure the benefits of all parties.Thirdly,the paper constructs a practical model of collaborative governance in community education.Neither single administration nor multi-functional departments can achieve an effective supply of community education.Rather,a multi-subject collaborative governance “X” structure is a better choice.Under the interaction of the three mechanisms,the practical model of community education governance has a “2-1-1” framework,which is composed of “a horizontal division of labor in administrative level and another horizontal participation of other subjects,a vertical linkage of different administrative levels,and a platform of service supply in community education”.Finally,the paper explores the influencing factors on the collaborative governance in community education.The results of multiple regression analysis show that the effect of the collaborative governance in community education is positively correlated to the mobilization ability of resources,effectiveness of the multiple subjects' co-governance,and the reasonable distribution of benefits.Relevant policy suggestions come from the aspects of establishing the concept of lifelong learning,satisfying the residents' learning needs,cultivating the multiple participants and realizing the win-win cooperation,which provide decision-making reference for the comprehensive promotion of community education in China.
