| According to the classification of The World Bank based on the estimates of Purchasing Power Parity from the International Monetary Fund (IMF), China has been taken part in the group of the middle-income countries in the world, but regional disparities still is huge, it is very disadvantage for China to transfer a higher stage in future. In response to this dilemma, the Central Government put forward a series of development strategies about narrowing regional disparities, realizing the coordinated development since the21st century, from the general framework of four regions development strategy in the early21st century, to differentiation layout of the main functions district strategy, to new urbanization development strategy based on the four modernizations recently. At present, at the National People’s Congress second conference for government work report, Prime Minister Li Keqiang puts forward a new pattern of regional economic development, which emphasizes the cultivation of new regional economic belt as promote the development of strategic support, bulid "two horizontal and three longitudinal" five economy belt, which indicates the "massive economy era" transfers to "zonal economy era".The development of regional economy can be further subdivided in industry or the city. After new urbanization development idea was put forward in the party’s18th national congress, the studies about interpreting regional economic development gap from the urban perspective are focused by the academia, and because some country strategies on promote sustained economic growth by transformation of economic development mode, deepening the marketization reform, advancing regional economy integration is put forward, many studies based on the industrial perspective often pay more attention to the economic growth, thus how to interpret the regional economic disparity from the perspective of industry is not a complete answered. Therefore, this dissertation illustrate the internal mechanism of the change rule of China’s regional economic development gap from multi-dimensional perspectives of the industrial structure, industrial layout, industrial policy and so on, and build the theoretical framework on market leading and the government leading, the former emphasizes that under the background of market leading, comparative advantage as the difference regional industrial structure and competitive advantage as industrial spatial activity cause regional disparity, the latter emphasizes that government development thinking change causes the change of the industrial structure and industrial layout, thus causes the regional gap. Through the analysis of two kinds of views, we provide some reference suggestions about formulating industrial policy framework on promoting the regional economy coordination development.In addition to the introduction, this dissertation is consisted of six chapters as follows:The second chapter clarifies those basic concepts in article and the theory basis of industrial policy, included accurately defining the space logic relationship of the departments-industry-enterprise-product, rediscovering the connotation of the industrial structure optimization, the industrial organization rationalization, the industrial layout rationalization, and analysis the correlation among them from the perspectives of industry value chain, back the theoretical basis of the industrial structure policy, industrial organization policy and industrial layout policy, build the industrial policy framework about promoting regional economy coordination development, including the policy goals, implement and the main body, as well as the policy system, clarify the relationship among all kinds of policies.The third chapter focuses on the change characteristic facts of China’s regional economic development gap from the industrial perspective. Through mathematical derivation proves, we found the choose measure determines the correlation of industry layout, the difference of regional industrial structure and regional disparities.using kinds-single digit department-two digits departments as sample, improving the way of quantifying decomposition, building the model of time sequence and dynamic panel, drawing lessons from the recognition method of edge-core pattern, having an investigation on the change rule of the two endogenous variables that determine the regional economic development gap, which are intra-industry gap and gap between industry regional. The fourth chapter builds a space economic mathematical model whcih explains the regional economic development gap. From the perspective of industry value chain, we put forward an integration framework that includes comparative advantage theory and competitive advantage theory, use analysis method of spatial economic model, build a two regions-two departments-three industry model, and find that the influence of regional economic integration on regional industrial structure difference, industrial space activities and of regional disparities depends on factor endowment structure and initial conditions, and further discuss how the integration in different spatial scales influence on regional disparities, think that internal and external economic regional integration will be conducive to the comprehensive implementation of the regional economic coordinated development.The fifth chapter discusses the internal mechanism of the regional economic development gap from the perspective of the practice of China’s industrial policy, reviews industrial policy in different periods of the regional economic development strategy, and evaluates theirs characteristics, builds a basic analytical framework including the economic development strategy-industrial policy-regional disparities, at the same time, put forwards a framework that include three major factors that are strategic pool including the comparative advantage strategy, backwardness advantage strategy, integration strategy including the comparative advantage and backwardness advantage under different angle of view and competitive advantage strategy, and regional economic development strategy, the interest conflicts of policy makers and implementers, the mandatory and introductory of industrial policy to analysis within the internal mechanism of regional economic development gap.The sixth chapter empirically tests the main factors that decided to the industry decomposition of regional economic development gap based on econometric model. From a manufacturing perspective, we empirical test the decisive factor influences on the regional industrial structure difference and industrial space activities, to indirect explain regional economic development gap. We find that in addition to the previous economic geography factors such as geography, new economic geography factors such as economies of scale and transportation costs, market potential, etc., new classical factors such as factor endowment, the implementation strength of industrial policy also decides the degree of industry agglomeration. We also find that wages in regional differences and historical are two dominant factor that impact structure divergence, and the influence of the reform and opening is smaller.The seventh chapter puts forward some relevant policy suggestions on the basis of the analysis above theories and experiences, including establish the interest coordination mechanism between the central and local government, coordinated with internal industry policy system, realize the transformation of industrial policies, promote the standardization and diversification of industrial policies implementation means. Finally directions of further research in future are put forward. |
