In the new economic era brought by technological innovation and industrial structure upgrading,the high-tech technology industry has drawn much attention in the world because of the great competitive pressure of global knowledge economy.As of July 19,2016,China has established 17 National Independent Innovation Demonstration Zones nationwide to promote independent innovation and the development of high-tech industries.At present,there are few related studies on the structural model of Tianjin National Independent Innovation Demonstration Zone,and the results of the research on the model of the National Independent Innovation Demonstration Zone in other countries show that most scholars think that the "four-three structures" model is most suitable for the operating model of the National Independent Innovation Demonstration Zone.Therefore,it is of theoretical and practical significance to evaluate the operating structure model of Tianjin National Independent Innovation Demonstration Zone and analyze its input and output efficiency.In view of this,on the basis of summarizing the development status of 17 National Independent Innovation Demonstration Zones,this paper constructs an index system of economic value evaluation of Tianjin National Independent Innovation Demonstration Zone,makes use of the data of other 16 National Independent Innovation Demonstration Zones and the factor analysis method to evaluate the economic value of the model.By using software SPSS 24.0,we calculate the horizontal score and ranking of Tianjin and other National Independent Innovation Demonstration Zones in innovation input,innovation subject,innovation content and innovation output.In addition,this paper collects innovative data of Tianjin National Independent Innovation Demonstration Zone from 2011 to 2016,constructs the input-output efficiency evaluation index system for these six years in Tianjin,and uses CCR-DEA model and BCC-DEA model,calculate the efficiency value of Tianjin National Independent Innovation Demonstration Zone by software DEAP2.1,vertically evaluate the efficiency level,and analyze the main reasons why Tianjin lags behind in the overall ranking.The results show that the comprehensive score of Tianjin National Independent Innovation Demonstration Zone has not reached average,and the economic value of the structure model is not ideal.In 2014 and 2015,there was an excess of innovation input and the pure technical efficiency value was lower than the scale efficiency value.The level of efficiency was low.After the approval of the National Independent Innovation Demonstration Zone in 2015,the efficiency level in 2016 was higher than that in 2015,indicating that the development of Tianjin National Independent Innovation Demonstration Zone still needs to accumulate experience.Finally,according to the analysis of the evaluation results and the existing problems,we draw lessons from the experience and enlightenment of the construction of science and technology parks both domestic and abroad.This paper gives the development countermeasures and suggestions of Tianjin National Independent Innovation Demonstration Zone from the aspects of system,policy,institution,market environment construction,combine of industry,education and research,promotion of talent gathering effect and promotion of innovation culture,puts forward the research fields worth discussing,which provide reference for the development of Tianjin.
