Implementation of the Agricultural Secondary Vocational Education(shorts as ASVE) has been playing an important role in enhancing the quality of the rural labor forces, ensuring equality of educational opportunity and promoting the transfer of the rural labor forces. Also it provides a solidfoundation for underlying agricultural development, changing the mode of rural economy and speeding the transfer of agricultural industry. Its realization is related with the rural area’s stability, farmers’ wellbeing and agricultural development. Aiming at assuring the equality of education, improving the quality of agriculturalemployees, enlarging the intellect pool for agricultural growth and lifting the value of agricultural outcome, the government has initiated a free-tuition program on agricultural secondary vocational education involved since the end of 2009, urge the secondary vocational education institutes to supply more resources to ASVE and stir the demand of it. But the stimulating effect has been weakening after 2011. Both supplying and demanding of ASVE are withered too, resulting in stiff imbalance between supply and demand of the qualified agricultural employees. Improving the investment efficiency of ASVE would effectively upgrade the level of the supply and demand of ASVE, and mitigate the conflicts between supply and demand of qualified agricultural talents.This paper analyzes supply-demand of china’s ASVE on the basis of existing literatures collected both home and abroad, measures and analyzes investment efficiency respectively from macroscopic, mesoscopic, and microscopic perspectives, discusses influencing factors ofASVE investment efficiency, recognizes embedded efficiency conditions and variation rules on different levels. The theory of information economics is used to form a mathematical model for exploring participants’ behavioral mechanism of ASVE, explores the underlyingcause for the inefficiency of ASVE. On the work mentioned above, the paper proposes some suggestionson the efficiencies of all optimal route planning and policymaking.Main conclusions are listed as following:1. Through the analysis of the current situation, The national agro-vocational education free policy stimulates training agency expanding professional operations, positively encourage enrollment, increase the chances for students and levels of product supply. The comprehensive free policy for secondary agro-vocational education play a role in educational opportunity providing, educational products providing and sharp crowding out effect. By logistic regression analysis, among the factors which affect the demand, the two variables of anticipated income and the social position of ASVE are evaluated at the 10% level through significant test; the two variables of children career expectations and parental occupation at the 5% level through significant test; the age of householder of a family, education level of the householder, gender of learners, intention of attending senior middle school, income resources, annual income, quantity of a family members, expectation of investment term, information channels, social position of RSVE,quality of school involved, as well as the employment expectation of RSVE, and other 11 variables in total, at 1% level through the significant test.2. Based on BCC model to evaluate the investment efficiency of ASVE,it is found that the marginal effect of the program decreased progressively although the policy of free tuition on ASVE has played an encouraging role in the investment efficiency. But there is extra room to improve the efficiency. The low efficiency of investment is due to incomplete legal system,the conflict among branches, less efficient assessment of policy.3. Based on Malmquist model ofthe evaluation of the investment efficiency among provinces, it is found that the closer to the implementation of the national policy of free tuition node, the higher the efficiency of agricultural investment in secondary vocational education, but policy effects will be lagged behind to certain degree. Total Factor Productivity(TFP) began to show a continuous decline after 2010. The level of the efficiency showed a negative correlation with the status of economy growth among provinces and with the development of agriculture, forestry, livestock husbandry and fishery. In contrast to other industries, decreasing rate of TECHCH is slower, so the decline rate of TFP concerned with agriculture is also slower. The contribution of the TECHCH to TFP is predominant during 2007 to 2008 and reversed after 2010. TECHCH in all industries during 2006--2013 showed a universal recession except that in agriculture,which dropping tendency is a little slower. Technical efficiency of the contribution of total factor productivity is obvious. Panel Tobit model based on test results show: the number of high school students, the provincial fiscal decentralization, inter-provincial financial self-sufficiency, as well as new mechanisms for policy vocational qualification certificate credibility within the range of 1% through the test of significance; the extent of governmentadministration imposed on schools in 10 % range through the inner significance test; the other four factors in the range of 5% by significant test.4. Through BCCmodel, it discovers,among the indexes of the investment efficiency of ASVE within sampled households,average efficient value(EV) of the comprehensive technologies is only 0.244, the households with their EV above 1 accounted for 2.15% of total samples,while households with their EV between 0.244 and 1 accounted for 31.9% and those below the average accounted for 51.69%.Measured by SFA model,average value of technical efficiency in sampled householdis only 0.3031. 69.69% of technical efficiency is lost. According to the T Test and Spearman Rank Test, the results showed a strong correlation between these two calculation methods of efficient value and significant consistency of the order of efficient value. Factors of educational level of the householder, gender, income resources, non-agricultural income and substitutable possibility of skills have a positive effect on the technical efficiency. While nonagricultural income and professional replacement rate level have a negative impact.We should promote investment efficiency of secondary agro-vocational education through innovating investment approaches of educational policy, management system and internal-media, followed by rational educational investment.5. Through analyzing mathematical model built on the principles of Information Economics andGame Theory.etc. the result shows: if subsidy is given to institutes based on their enrollment, it is easy to allure moral risks and decrease investment efficiency of ASVE because ofthe lack of sharing with the training income. It will improve the investment efficiency of agricultural secondary vocational education by giving the right of sharing the training income and strengthening the effect of reputation incentive and restraint mechanism.6. After analyzing factors effecting on the investment efficiency, Considering the innovation of the Supply side of secondary agro-vocational education, we try to provide suggestion through perfecting legal system, rationalizing the area supply structure, Improving education mode and external supervision from macro,meso and micro perspective.he paper proposes to construct on-line education platform and toexplore investment approaches by using the internet effectively. According to the Principal–agent Theory, the paper asserts to give institutes rights to share the investment benefits in different ways.The proposal would encourage institutes to improve the investment efficiency. According to the effect of media and governmental administration on the efficiency, the paper proposes to enhance stimulation of institutes on brand building, and to establish purchasing platform of the national secondary vocational education.Based on the analytical results of the certification system of secondary vocational education and trust-agent, which both have influence on the efficiency, the paper proposes to establish a public recognizing verification system to regulate the educational outcome and put constraints on institutes.
