| China has established a sound system of vocational education,and its scale is also gradually expanding.Over the 30 years from 1978 to the present,vocational education has accumulated more than 200 million high-quality laborers and skilled personnel for the country.Secondary vocational education focuses on practical skills and practical ability to work,not only become a bridge between compulsory education and vocational education,but also in all walks of life technical production plays a crucial role.The "fairness and justice" of secondary vocational education has become the main aspect of concern.Fairness is the foundation for improving the quality of education and can more effectively solve such serious problems as education reform and income distribution.In order to urge the promotion of fairness and justice,the government intervenes in district education by means of transfer payment.Under the goal of equalization of regional education in the government,the fairness of secondary education in the county is particularly important.Therefore,this article from this point of view,to make a special analysis of public education expenditure affected by the special transfer payments benefit analysis,so as to determine the beneficiaries of the damage among regions.This paper selects all counties and cities in Zhejiang Province(excluding Ningbo)as the study area and the special transfer payment of secondary vocational education as the research object.By the method of benefit and destination analysis,this paper discusses the beneficiary and end-result of the local government education investment.Through literature review,Law,construct concentration coefficient and concentration curve and use the method of measurement to analyze the benefit fairness of secondary vocational education in local government,so as to contribute meager power to the development of secondary vocational education.The first chapter summarizes the current situation of secondary vocational education,the income effect of special secondary vocational transfer payment and the effect of extrusion effect,and the summary of the application of benefiting the end-of-life method;Chapter Two: Theories and Criteria Determine;third chapter of Zhejiang vocational education and special transfer payment inspection.Through the analysis of the above three aspects,we can draw the conclusion that the special transfer payment of the topic of secondary vocational education at the county level plays an important role in the fairness and justice of the local government’s investment in education.Therefore,from the analysis of the advanced benefit,On the other hand,we compare the fairness of transfer payment respectively,and examine whether the transfer payment has "crowding-out effect" in the analysis of the factors of government education in Chapter 5,and summarize the reasons for the unfairness.Through the above analysis,this paper draws the conclusion as follows: The input of transfer payment has a positive effect on the secondary vocational education in different regions with different economic conditions,but the effect is not obvious.The decentralization of transfer payments by higher levels of government can affect the level of local education equity and lead to different situations of impaired benefits at all levels of economy: the middle income group and the sub-high group are the most affected,both in terms of average benefit and marginal benefit;High-income groups are impaired in the average benefit from the fate,but marginal changes in marginal changes in the extent of damage reduced,enjoy the transfer of the share of the marginal increase in the increase;lower income group as a whole are the biggest beneficiaries,but Its marginal growth changes more slowly,will affect the fairness and justice effect.The changes in the average benefit analysis and the marginal benefit analysis are similar and vary slightly.Although transfer payments still play a more important part in the adjustment of economically disadvantaged areas,the effect of the marginalization is not obvious.In the process of inputting special transfer payment,there will be a "crowding-out effect" on local government expenditure on education,which is one of the reasons that cause unfairness.Finally,based on the above conclusions,we put forward relevant policy suggestions: Deepening the scientific measurement of the "factor method" and other methods;clarifying the funding trend of special subsidies for student grants;and improving the transfer payment system according to local conditions.The suggestions put forward above will help to exert the fair and justice effect of special transfer payment of secondary vocational education. |
