A Study On The Financial Expenditure Of Secondary Vocational Education In China

"Education is the basis of a One-Hundred Year Strategy of a Nation." Education has always been the focus of the development career of our government.Nowadays,the productive forces have been promoted,and people's enthusiasm for culture and education is unprecedented high.Especially in the background that the current global economic situation is relatively low,many countries in the world will develop the manufacturing industry as a way to revive their economies,and China is the introduction of "Made in China 2025" to guide the direction of the development of manufacturing.The training goal of the vocational education is in line with the policy orientation of China's manufacturing and manufacturing industry.Secondary vocational education,as a vocational education in the link,plays an important role to some degree.Education has always been an important field of financial expenditure,and the degree of development of education and financial expenditure is closely related.Therefore,it is valuable to do the research from the perspective of financial expenditure to analyze the status of China's secondary education expenditure,sum up the problem,analyze the reasons and draw lessons from international experience to put forward reasonable countermeasures and suggestions.This paper starts from the current situation of the financial expenditure of secondary vocational education,analyzes the current system,the present scale and the present effect by using the method of data statistics and econometrics,and finds out that there are some problems in the scale of expenditure and expenditure structure and the expenditure effect is not obvious at the same time.And then the paper analyzes four causes of the problems of China's secondary vocational education financial expenditure,including the lack of the top of the financial expenditure design and laws and regulations construction,the unclear responsibility of the expenditure between governments at all levels,the lack of social forces of secondary vocational education and the lack of the financial performance evaluation.After drawing lessons from the experience of the financial expenditure mechanism of the secondary vocational education in the four countries,the author thinks that the existing problems to solve the financial expenditure of the secondary vocational education should be reformed from the institutional level and put forward four suggestions to improve the financial expenditure of the secondary vocational education in our country.This paper is divided into six parts.The first part is the introduction,which introduces the background and research significance of this paper,points out the research methods used,summarizes the research results of predecessors and points out the direction of this research.The second part is the theoretical analysis of the financial expenditure of secondary vocational education in our country,which clarifies the relevant concepts,sorts out the theoretical basis of financial support for secondary vocational education,and summarizes the impact of the financial expenditure of secondary vocational education.The third part is the analysis of the current situation of the financial expenditure of secondary vocational education in our country from the current system,the present scale and the present effect aspects.The current system of fiscal expenditure system is analyzed by summing up existing policies and expenditure system,and the present scale of fiscal expenditure is analyzed by means of data analysis including analyzing the current situation of fiscal expenditure and expenditure structure.The present effect of fiscal expenditure is analyzed economically about the effects of the economic situation and the employment situation.The fourth part is the analysis of the problems and causes of the financial expenditure of the secondary vocational education in our country.It points out that the financial expenditure of the secondary vocational education in our country is not enough in the scale and expenditure structure,especially in the regional structure,and there are some problems of inefficient use of financial funds,which are mainly due to the lack of the top of the financial expenditure design and laws and regulations construction,the unclear responsibility of the expenditure between governments at all levels,the lack of social forces on the lack of secondary vocational education and the lack of the financial performance evaluation.The fifth part is the international reference part,combing Germany,Japan,the United States and France four countries' the secondary vocational education system and financial expenditure mechanism to sum up the experience worthy of our reference.The sixth part is the countermeasures and suggestions to improve the financial expenditure of secondary vocational education in our country.Based on the international experience,this paper puts forward four policy suggestions: First,strengthen the top design and improve the laws and regulations system of secondary vocational education financial expenditure;Second,clarify the responsibility of intergovernmental secondary vocational education expenditure and improve the transfer payment system;Third,make full use of PPP model and actively guide the social forces to participate in the development of secondary vocational education;Fourth,improve the performance of secondary vocational education expenditure evaluation system.
