Relationship Of IT-derived Human Capital And Agricultural Economic Growth

The low level economic structure and the serious shortage of human capital accumulation in rural areas obviously restricted the role of the traditional human capital in China's agricultural economic growth. And modern information technology with its strong applicability, innovation and integration of forces has been effectively applied in the field of agriculture in our country. The data from the National Bureau of Statistics and the China Internet Network Information Center show that China already has the material conditions and human resource conditions for the development of information technology. Therefore, using modern information technology to transform China's agriculture is possible.IT-derived human capital is emerged under the above background, as a new type of resource elements,it can flow the production factors, exchange resource and diffuse information, by varying the speed of propagation of knowledge, storage speed and storage capacity, improve people's knowledge and ability, and thus enhance the production effectiveness and efficiency. So, can we use IT-derived human capital to transform China's traditional agricultural economy? In the field of agriculture, how does it form, and what kind of relationship does IT-derived human capital and agricultural economic growth,whether the use of IT-derived human capital can promote agricultural economic growth, and if so, what is the role in the path, and how to enhance this promotion?In order to solve the above problems, this study in the comprehensive review at home and abroad about the relationship between human capital and economic growth, the relationship between human capital structure and economic growth, agricultural information technology, based on the research of dynamic, try to study the relationship between IT-derived human capital and agricultural economic growth from the management point of view, based on the perspective of IT-derived human capital structure.Firstly, based on human capital theory, economic growth theory and IT-derived human capital theory, to construct a basic theoretical framework of IT-derived human capital and economic growth. From the point of view of agriculture business entities, IT-derived human capital can be divided into personal IT-derived human capital, agribusiness IT-derived human capital, government IT-derived human capital, the above three IT-derived human capital constitutes a combination of organic structure of the main categories of IT-derived human capital; and the internal structure of the different subject category structure of IT-derived human capital structure are consisting of three parts: traditional human capital, organization capital and social capital.Secondly, using the standard analysis method, the paper focuses on the formation process of the different subject category structure of IT-derived human capital structure, as well as the interaction mechanism of the agricultural economic growth.Again, through the empirical analysis, study the relationship between IT-derived human capital and agricultural economic growth, as well as the role of the path and size for IT-derived human capital on agricultural economic growth. Empirical research is mainly divided into three steps: first, through the construction of IT-derived human capital stock evaluation index system, using factor analysis method to measure IT-derived human capital in our country; second, through the vector error correction model(VECM), from dynamic point of view to discuss the relationship between IT-derived human capital and the agricultural economy growth; third, using the method of linear regression analysis to study the role of IT-derived human capital on the traditional human capital, the role of IT-derived human capital and traditional human capital, respectively, as well as a combination of both on agricultural economic growth.Finally, from various angles to explore the ways and methods of enhance the level of IT-derived human capital.Through the system analysis, this study found that:(1)Information technology not only can directly meet the needs of information for different agricultural business entities in the process of agricultural production, but also can be combined with them, format different subject category structure of IT-derived human capital, to change the traditional mode of agricultural production, directly or indirectly affect the agricultural economic growth.(2)The different subject category structure of IT-derived human capital structure is all format in the process of they use modern information technologies. They use information technologies collect information, utilization information, processing and dissemination the information, increasing their own traditional human capital, organizational capital and social capital.(3) Between different subject category structure of IT-derived human capital and the growth of agricultural economy are interrelated, mutual support and jointly promote the positive interaction of circular relationship.(4) Our country's IT-derived human capital is mainly affected by the software facilities factors, the hardware factors and the level of information dissemination factors, the contribution rate of each factor is respectively 40.7%, 36.4% and 21.3%.(5) In our country, it has formed a virtuous cycle of mutually reinforcing relationship between IT-derived human capital and the agricultural economic growth.(6) IT-derived human capital can improve the traditional human capital, through this path, then achieve the effect of transform traditional agriculture, promote agricultural economic growth.(7) IT-derived human capital and traditional human capital, not only can produce positive promoting effect to the agricultural economy respectively, and the combination of the two will also have a role in promoting agricultural economy.This study has three innovations as follows: Firstly, we first build IT-derived human capital stock of evaluation index system, and estimate the stock of IT-derived human capital of our country; secondly, to prove both theoretically and empirically of the promote mutual relationship between China's IT-derived human capital and agricultural economic growth; third, explore the role of the path and size of IT-derived human capital to the agricultural economic growth.
