For a long time,unequivalence between the rural collective land and the state-owned land,and attenuation of power and function has been an institutional barriers to the overall development of urban and rural areas.The 3rd Plenary Session of the 18 th Central Committee of the Communist Party of China put forward that "under the premise of planning and use control,allow the profit-oriented rural collective construction land transfer,leasing and sharing.Put it into the same market with the same price,as state-owned land ".Marketization of collective mercantile construction land is one of the hot spots in the current land system reform.This study takes Beijing city as an example,the analysis data includes,the land leasing data of 22 years from 1984 to 2016,the transferring data of the state-owned construction land of 2013-2016,the vector data of Beijing collective construction land and the socio-economic statistic data.It uses several analysis methods,like statistical analysis,mathematical model and other research methods to adopt the spatio-temporal analysis of rural collective mercantile construction land in Beijing(2009-2014).This paper reveals the profit and distribution mechanism of the collective construction land,carries out the research on the collective mercantile construction land of Beijing based on government regulation.The purpose is to deepen the theoretical research on the collective mercantile land usage management in China,and provide the practical cases which can be easily copied and promoted.The conclusions are as follows:(1)Rural collective mercantile construction land of Beijing has characters as: 1)Scattered distributed and property right seriously fragmented;2)The main body of property rights is the Village Collective,the town accounted for less than 10%;3)The secondary market invisible circulation is widespread,mainly in terms of rent.(2)Another form of collective land circulation is the state expropriation of land ownership.Monetary compensation is mainly adopted when the state expropriate the first-class collective land,the personal resettlement compensation is the main difference of the compensation of land expropriation.Rental is the main form of the second-class collective land.Comparing to the cooperative operation and spontaneous circulation,collective self-operation can get highest profit.Location,lessor type,the identity and type of lessee,contract age have a significant effect on the annual income of the land of the collective mercantile construction land.While for state-owned construction land,the location,transfer mode,land source,volume rate and land type impacts much to the land circulation profit.(3)It is found that the purpose of marketization,means,power and functions,income benefit are different,but the collective mercantile construction land becomes more complete after the marketization,by comparing the collective construction land and the state-owned construction land first-level market.At present,the value-added income distribution in the pilot is mainly dependent on the extraction of the adjustment funds.It is found that the collective profit obviously increased,which is 21.5 times the same as the regional collective construction land,on the basis of not considering the investment of the national infrastructure,taking Daxing District,Beijing as an example.The national income obtained through the adjustment mechanism has been reduced to 1/3 of the former state-owned operational construction land.The distribution of the value-added income of the collective mercantile construction land should be appropriately tilted to the collective and individual,while the adjustment funds should be classified and levied.The collective internal income distribution should be fully delegated to the collective organization.The value-added income distribution of collective construction land first-level market should refer to the national tax system.The establishment of the value-added income distribution model on the basis of taxation can achieve "basic balance in land value-added income distribution between marketization and expropriation".(4)It is found that the market transaction system is immature,the utilization management is imperfect,the industrial layout is unreasonable,the land's power and function is incomplete,the value-added income distribution is not standardized,the financial supporting is not perfect,etc.,through the analysis of the collective mercantile construction land market in Daxing District.It is suggested to “market-oriented plus government regulation”,to full play democratic autonomy,planning guidance,financial innovation,reasonable safeguard,decentralization,finally realize the collective mercantile construction land "Same land + Same right + Same price" with state-owned lands within same location with same usage.
