Research On Performance Evaluation Of Rural Roads In Northern Vietnam

The nowadays performance evaluation has gradually become necessary to the Vietnamese government,industry sector or the Vietnamese government public finance expenditure or budget items evaluation is proceeding the most effective and most direct way in Vietnam.In Vietnam in the new rural construction of rural road construction has achieved remarkable results,performance evaluation in Vietnam at the start of the background,the author intends to explore a set of thinking and methods suitable for the performance evaluation of the rural road project in Vietnam.In order to promote Vietnam to the establishment of a scientific and perfect performance evaluation system for rural road projects.This paperbased on the analysis of the international performance evaluation development and the research status,has proposed the problems existing in the performance evaluation of the rural road project in Vietnam,as the main research line,has profound dissection analysis of the Vietnamese government's public function theory and entrusting duty theory,has made clear the relationship between rural road and public finance.The text was disclosure the connotation of rural road projectitem performance evaluation,the creative application of Maslow's hierarchy of needs theory was analyzed the internal relations of performance evaluation objects,on that basis,Used SWOT analysis method.The text was proposed the demand and goal of rural road project item performance evaluation,based on the experience of international performance evaluation organization and Implementation,applying the theory of systems,discussed the framework system of performance evaluation of rural road project in Vietnam.A clear point out Values-Goals-Objectives-Criteria and standards analysis method is suitable for the performance evaluation of rural road project,according to the research ideas this method,summed up the mainstream value of contemporary society,has discussed relationship between rural road and mainstream value,has proposed a set of scientific,reasonable index system theory and measurement index system,In order to facilitate the evaluation department in a short period of time to focus on the performance of the project.Based on the concept of enterprise operation management,has refined a set of KPI key evaluation index system.According to the characteristics of rural road project item performance evaluation,proposed ability applying the single index evaluation method or fuzzy comprehensive evaluation method,together the text has studied the key technology of fuzzy comprehensive evaluation,has proposed base on set valued statistics and barycenter decision theory of dimensionless method of qualitative index,discussed on the basis the cluster analysis and set-valued statistical theory of index weight of determination method,the characteristics of analysis experts marking,gave out sinusoidal function Fuzzy evaluation matrix model.According to the actual investigation experience of the pilot project,designed a set survey form very practical,directed towards characteristic wide and more of survey object of rural road project,the important point proposed peasant group,random sampling of project item and stratified sampling survey,Sample size of calculate method,because of improved the efficiency for the investigation work,more than Refined and detailed the implementation policy of the investigation work,so that the performance evaluation of operability is very prominent.Together,the selected village was case study of rural road construction in a rural area of northern Vietnam,this text basic on the research and apply the theory gave out and made the empirical analysis.
