Research On Intellectual Property Management System Synergetic Development In China

Under the background of "new economic normality" in China,the economic development appears characteristics such as slower growth speed,urgent structure upgrading and momentum conversion.The ways of improving the quality of economic development,accelerating the economic growth mode change from resource-driven to innovation-driven,and promoting industrial upgrading are important issues that should be solved urgently.Adhere to the road of independent innovation with China's characteristics,to implement the innovation-driven development strategy and maintain stable economic growth under the "new economic normality" is emphasized in the 18th National Congress of the Communist Party of China.And intellectual property development is the key support to the innovation-driven development,in-depth implementation of the national intellectual property strategy is beneficial to promote the flourish of new technologies,new industries and new formats,and vigorously encourage public entrepreneurship and innovation.However,intellectual property development in China has certain problems such as frail in strength,operating inefficiencies,and leading to the lack of enthusiasm for entrepreneurship and innovation.Therefore,under the new round of global technological revolution and industrial revolution,further in-depth study the intellectual property management system and its synergetic development has important theoretical and practical significance in releasing energy of intellectual property,encouraging innovation to lead the development,and promoting the change of economic development mode in China.This paper first systematically reviewed the domestic and foreign research on the theory of intellectual property management,on this basis elaborated the definition of intellectual property rights and intellectual property management,and then analysed the status of intellectual property development from the perspective of intellectual property management process such as development,operation and protection,and identified the problems of the development of intellectual property rights in China and analysed the causes of that.Based on the system theory,the paper defined the connotation of intellectual property management system,and described the five characteristics of intellectual property management system,analysed the constitution of the stakeholders of intellectual property management system,explored of the internal structure of intellectual property management system.Simultaneously,this paper defined the connotation and conditions of intellectual property management system based on cooperation theory,on this basis constructed the concept model of synergetic development of intellectual property management system,and analysed the main contents of the joint development of intellectual property management system in accordance with the conceptual model.Then described the content and expression of synergetic development of intellectual property management system,from three aspects that the internal synergy of subsystems,synergy between subsystems and synergy of overall system.On the one hand,according to the theory of dissipative structure an entropy change model of synergetic development of intellectual property management system was established,which was used to explore the internal and microscopic process of synergetic development of the system,on the other hand,based on dissipative structure theory extended an entropy change model into synergetic entropy change model,and used it to probe synergetic development mechanism of the overall macro-system.In the meantime,based on evolutionary game theory,analysed the social benefitial subjects of entry behavior in intellectual property activities from the perspective of free market regulation and administrative supervision respectively,and a numerical simulation was given to analyse the changes of entry behavior of benefitial subjects with the different parameters.A collaborative partner selection model based on gray target theory and error propagation theory was established,then discussed the partner choice behavior of the subject of intellectual property management system under different attribute preferences,and constructed a model of risk compensation and benefits allocation of partnership based on the method of Shapley and vertical projection,which was based on the comprehensive compensation factor to revise and improve on profit allocation pattern and parsed the fair and reasonable allocation behavior of subjects of system.From three aspects of driving mechanism,coupling interaction mechanism,evolution mechanism to analyze the mechanism of synergetic development of intellectual property management system,after specifically distinguished the driving force within the system,the internal momentum,inducement external and environmental catalysis force,then constructed the drive mechanism that was in depth analysed of synergetic development of system.From the perspectives of coupling interaction between the subjects,subsystems and overall system with industrial innovation,to analyse the coupling interaction mechanism of synergetic development of system,then analysed the stability and chaos status of synergetic development of system based on logistic equation,and built a speed evolution model of synergetic development of system based on logistic equation,derived the four evolutionary stages of synergetic development of intellectual property management system.On account of the theory of composite system synergetic degree model,and using two integration operators to establish an improved composite system synergetic degree model of static measuring by the fusion of function states and coordination states.Established an improved composite system synergetic degree model of dynamic measuring by considering the characteristics of speed changes,from the perspective of static and dynamic changes,measured the coordinated development in our country as a whole and the regional intellectual property management system comprehensively.Finally,combining with China's economic development and the national strategic focus in the future,from the macro-level and micro-level proposed the solutions to protect synergetic development of intellectual property management system.
