Research Of National Innovative City Development Mode And Policy-Based On The Innovation Chain

Innovation, one of the core factors of driving economic development and social development, which has been widely concerned by scholars at home and abroad.Nowadays, the city has gradually become an important gathering place for innovative resources, an important node in innovation networks and an innovative regional carrier, many cities have proposed to build the goal of becoming innovative cities.However, the construction of innovative city is a systematic project, which is the result of mutual coordination and mutual innovation of various elements in the city operation system. The core connotation of innovative city is that the city has a strong capacity of independent innovation and can build innovation ecology from the angle of innovation chain, as well as handling and grasping all the aspects' coordinated development of innovation chain correctly.This paper mainly uses the methods of quantitative analysis, policy keyword analysis and case analysis, through the analysis of the development pattern, evaluation system and policy contents of the national innovative cities in the view of innovation chain to summarize several typical cities' innovative development experiences at home and abroad, and builds an innovation-oriented city evaluation system and evaluation model that is in line with China's reality.The paper features in innovative city construction experience and previous studies at home and abroad. We fully consider factors such as input, output and intermediary measures, and improve the evaluation index system of innovative city.The paper uses the two-stage DEA model of sharing investment to make an empirical analysis of the innovation-oriented cities in the Yangtze River Delta region. It mainly discusses the advantages and disadvantages of Hefei city in the process of innovation-oriented city construction and puts forward the related solutions. At the same time, the paper gives concrete suggestions on the existing problems in the development of innovative cities in the Yangtze River Delta based on the perspective of innovation network and the results of empirical analysis.Finally, on the basis of summarizing the thesis, this paper analyzes the deficiencies in the research, and prospects the future research direction and content.
