Factors And Path Selection Of The Study Of Building An Innovation-oriented City Of Changsha

With the advent of the information society, knowledge, information, capital, manpower and other new elements gradually become the driving force of economic and social development in a country or a region, innovation has become the effective way to enhance an overall competitiveness of a country or a region. China has clearly promoted to build an innovation-oriented country, at the same time; many cities have proposed to build itself into a innovation-oriented cities, including Changsha. These cities all hope that through innovation, they can adjust the city's industrial structure and reverse the way that the urban economic and social development, further raise the city's comprehensive competitiveness.From the aspects of the innovative content of the city, basic characteristics, elements and system architecture , the paper give a theoretic analysis of the innovative urban city and has built the evaluation index system formed by the group of four aspects including the index constructed ,the knowledge innovation, technological innovation index, the innovation environment index and innovation performance index .With SPSS16.0 software, using factor analysis, through assessment between Changsha and a few cities which are more mature in building innovation-oriented city, it concluded that the basis of building an innovation-oriented city is not solid enough in Changsha, mainly in the aspects of the shortage of urban innovation input and innovation output ,a weak of technological innovation capability , a weak original innovation, a inadequate innovation environment and so on. On the basis of the further analysis of the reality of building an innovation-oriented city and influencing factors, and by reference of the basis of the analysis of means in the typical experienced cities at home and abroad , the paper proposed and analyzed in Changsha building an innovative path of development of the city:Path 1: Innovation Clusters nurturing and dynamic evolution; Path 2:the building and improvement in production, learning and interactive innovation networks;Path 3: optimizing the innovation environment. By combining a comprehensive assessment of the problems and the analysis of the impact factor of building an innovation-based city, the paper proposed strategies and policy recommendations to build an innovation-based city of Changsha.
