Research On The Optimization Of Industrial Structure In The Construction Of National Central Cities

Under the background of economic globalization,the linking of economic and social development between different regions in the world are closer.World-class,national and regional central cities have gradually become important functional nodes of the global urban network.For Zhengzhou,China supports the construction of a national central city,shouldering three historical missions: leading the development of Central Plains,supporting the rise of central China and serving the overall situation of the country.The optimization of industrial structure is an important driving force to achieve sustained,stable and rapid economic development of a country or region,and an important basis for the realization of the functions of the central city of the country.Therefore,this paper has important theoretical and practical significance for the study of industrial structure optimization in the process of Zhengzhou's construction of a national central city.Firstly,this paper clarifies the strategic necessity,development goals and the significance of industrial structure optimization in promoting Zhengzhou's economic development and accelerating the construction of the National Central city by optimizing its industrial structure,focusing on the advantages and disadvantages of Zhengzhou's construction of the National Central city.Secondly,through the construction of relevant economic indicators to comprehensively analyze the current situation of Zhengzhou's economic development and industrial structure: through the output value structure of Zhengzhou's three industries,employment structure of Zhengzhou's three industries and Hoffman coefficient to analyze the current situation of Zhengzhou's industrial development and industrialization level.Finally,using the panel data of five central cities(Zhengzhou,Wuhan,Xi'an,Chengdu and Chongqing)from 2008 to 2017,taking the Theil index which means the rationalization level of industrial structure as the explained variable,technological innovation(Rd),international competition(Fdi),government scale(Gov)and urbanization rate(Ur)as the explanatory variables,the above indicators are empirically tested.Whether the optimization of industrial structure has an impact or not.Then through comparing labor productivity,technological innovation level and economic globalization competitiveness level,the paper analyses the level of industrial structure upgrading in Zhengzhou.It is found that technological innovation(Rd)and urbanization rate(Ur)have positive effects on the rationalization of industrial structure in Zhengzhou and other national central cities.While international competition(Fdi)and government scale(Gov)have no effect on the rationalization of industrial structure in Zhengzhou and other national central cities.The possible reasons are analyzed.Then according to the relevant research results and the analysis of the level of industrial structure upgrading in Zhengzhou,this paper puts forward some policy suggestions on the optimization of industrial structure in the process of Zhengzhou's construction of a national central city,such as expanding comparative advantage industries,which based on regional advantages,improving the level of technological innovation,which promotes the optimization and upgrading of industrial structure,accelerating the construction of new urbanization,which improves the quality of economic development and so on.
