Research On Government Responsibility In The Development Of Sharing Economy In China

Sharing economy is the hot word in recent years.It has disruptive impact on the traditional business model.It has brought unprecedented challenges to the traditional business model.Promoting the development of sharing economy can realize the rational utilization of resources,change the mode of economy development and economy restructuring,achieve public entrepreneurship,promote innovation,promote employment,and promote the development of the market economy.The development of the sharing economy gradually changes the life of the people,the development of enterprises,the government's governance.The sharing economy not only is a new economy mode and makes the economy a rapid development.but also brings unknown problems and challenges in the process of development,so the government should play their own role in the development process of sharing economy,guide the sharing economy to develop healthily and lastly.In 2016,the State Council's report on the work of the government pointed out that "developing sharing economy and promoting the integration of the Internet economy and social development".It is necessary to fully understand the new challenge to the sharing economy and to promote the development between government management and the sharing economy.In October 18,2017,the nineteen major reports emphasized the development of sharing economy and deepened the structural reform of supply side,In today's boom of sharing economy,there are a lot of academic achievements about the sharing economy in china.But this article has not done too much research on the sharing economy itself and operation model and management model of the sharing of economy,the paper only discussed the role definition of government responsibility of sharing economy---the necessity of government responsibility of the sharing of economy and how to construct government responsibility of the sharing of economy.Basing on new public management theory,government responsibility theory and new public service theory,the paper combines with the actual needs of the sharing economy and relies on the development the sharing economy.The article quotes the hot cases--sharing network about cars,bikes,AIRBNB.The paper makes conclusion that with the development of sharing economy,the government responsibility mainly concludes four aspects--the law responsibility,the society responsibility,administrative responsibility,the economy responsibility.The paper analyses each responsibility from the role,the characteristics,the causes of the problems,finally puts forward government responsibility system of the sharing economy development,including the improvement of the legal system of government responsibility,the improvement of the social service system of the government responsibility,the improvement of the administrative supervision system of the government responsibility,improvement of the market economy system with Chinese characteristics of the government responsibility.Thus the paper makes the final conclusion that the responsibility of government is rather important in the development process of sharing economy.The construction of the government responsibility system can promote the healthy development of the sharing economy,however,the sustained and healthy development of the sharing economy can not be separated from the effective supervision and correct guidance of the government.
