With the accelerated pace of China's defense modernization,a number of aerospace models are rapidly growing.A single project management mode cannot satisfy the future demand of aerospace enterprise's development.The model project environment complexity and project quantity structuralization has become one of the important problems that must be solved by modern aerospace enterprise in multi-project management.Project Portfolio Allocation,as a mode and method,is aimed to accomplish scientific management of a series of component(project,Program,portfolio and other work),which is known for its unique advantages of guaranteeing portfolio configuration optimization and used to solve this problem by numerous scholars and experts,and it has made a good research results.From the strategic perspective,this paper analyzed the model portfolio allocation of aerospace business,combined strategic management with project management,advanced innovative perspective of aerospace strategic orientation,analyzed the core elements of the project portfolio allocation,designed the corresponding portfolio allocation model from the three levels of strategy management,namely: the overall strategy,business strategy and function strategy;According to the advanced theory hypotheses,corresponding to the three levels of aerospace enterprise strategic management,built and validated the aerospace project portfolio allocation model,combined system engineering,optimization,synergetic theory,project management with portfolio management,designed portfolio allocation model and algorithm guided by aerospace enterprise strategy,and introduced an actual case,to verify the validity and reliability of the model proposed,and carries on the further modified and perfected.Compared with the existing research,the innovation of this paper is mainly manifested in the following four aspects:First,from the perspective of strategy orientation,this paper researched the aerospace project portfolio allocation and analyzed the intrinsic relevance of portfolio management and aerospace projects.According to overall strategy,business strategy and function strategy are in the strategic management level,this paper identified the core elements of consistency between project portfolio allocation programs and business strategy.And the strategy orientation is divided into overall strategic orientation,business strategic orientation and function strategic orientation in detail,corresponding to aerospace project portfolio allocation approach degree,optimization and synergy.On this account,this paper built the aerospace enterprise model portfolio allocation model,providing evaluate and measure object for different levels of the project combination configuration.Second,from the perspective of the overall strategy of aerospace enterprise,this paper introduced synergy theory and systems theory into the research field of aerospace project portfolio allocation approach degree.It used the entropy theory to measure the configuration rationality degree of the adapter order parameter of the strategy and portfolio configuration,based on the definition of adapter order parameter,adaptive entropy,adaptation degree,close degree and so on,built the measure of the aerospace portfolio allocation strategy close degree and proposed the optimization model of model portfolio configuration under the strategic orientation.Aerospace enterprise practice shows that the model can quantitatively reflect the adaptation degree and close degree of the strategy and portfolio allocation in the life cycle,helping aerospace business executives to solve the synergistic effect between corporate strategy and combination scheme to measure the strategic approach degree of combination scheme and to achieve the optimal choice of aerospace portfolio programs allocation under the strategic orientation.Third,from the perspective of aerospace enterprise business strategy,this paper researched the problem of maximizing the organization's business strategy goals through the choice of project portfolio allocation.In this paper,the organize business strategic goals are divided into revenue,cost and risk,and then this paper integrated strategic objectives into a single balance goals by using fuzzy cut-set theory and target standard rules.It used trapezoidal fuzzy numbers to represent the uncertain parameters,and considered the interactional relationship between projects.On this account,this paper built the portfolio allocation model based on strategic business goals,to achieve consistency between portfolio selection and strategic objectives,and proposed genetic algorithm for the model.Then,the examples verified the validity of this algorithm.Fourth,from the perspective of aerospace enterprise function strategy,this paper described the synergic relationship of aerospace model engineering project portfolio allocation properties and defined the concept of positive-negative synergy of aerospace model engineering project portfolio allocation.It based on the analysis of the constant weight and co-portfolio property Shapley values in different states and built the weighting function of synergistic combination of project portfolio allocation properties in the case of considering the ideal value of synergistic combination of model project portfolio allocation properties.It presented an ordered weighted synergic average operator decision-making model of aerospace model engineering project portfolio allocation.Then provided options for achieving optimal decision of synergistic combination of portfolio allocation in case of aerospace enterprise multi-project parallel.Finally,this paper verified the validity of the model by an example.
