the Internet business model and the green production concept has influenced equipment manufacturing enterprises more profound.For our local equipment manufacturing enterprises,which is integrating into the global manufacturing system gradually,the dynamics and complexity of the market competition environment is growing.Compared with the global and domestic developed areas,the overall competitiveness of equipment manufacturing enterprises in Heilongjiang Province is in inferior position.Problems for lacking of technological innovation capacity,strategic flexible production and the lower whole industry chain production performance make it difficult to improve the corporate performance.Therefore,improving the performance of equipment manufacturing enterprises in Heilongjiang Province is not only an important task to accelerate the industrialization process,but also the top priority to revitalize the northeast old industrial base.In response to the central government's strategy,we revitalize the equipment manufacturing enterprise vigorously,which will bring new historical opportunities to the development of equipment manufacturing enterprises in Heilongjiang Province.In this context,the paper focuses on two aspects of technological innovation and operation and management to spread related researches,putting forward how to improve the operating and innovation performance of equipment manufacturing enterprises in Heilongjiang Province.First,based on the analysis of the status about corporate performance at home and abroad,this paper defines the relevant concepts of enterprise performance evaluation,analyzes in detail the industry characteristics,development status and development trend of equipment manufacturing enterprises in Heilongjiang Province and lists the main problems in the development of manufacturing enterprises at present,and analyzes the causes of these problems.Secondly,on the basis of analyzing the relevant concepts of enterprise performance,this paper analyzes the internal and external factors that affect the equipment manufacturing enterprises in Heilongjiang province,mainly from the macro-policy,technological innovation,service environment,production management,human resource management,financial management and other angles to start.And we also analyze the coupling relationship between these influencing factors.Thirdly,the paper elaborates the constituent elements,purpose and significance of the performance evaluation,and constructs the performance evaluation index system of equipment manufacturing enterprises in Heilongjiang Province,which covers two aspects of technological innovation and operation management.Fourth,in this paper,based on the introduction of the basic theory of the DEA model on the selection of Heilongjiang province 20 representative equipment manufacturing enterprises as the research object,the sample data collected from 2011-2016 is analyzed and the DEA model is used to conduct empirical research.Fifth,we systematically expound the meaning and function of the equipment manufacturing enterprise performance improvement mechanism and on the base of that we analyze essential characteristics of enterprise performance improvement mechanism.The research work is carried out from 5 aspects: self-organization characteristics,self generated characteristics,self growth characteristics,adaptive characteristics and self repair characteristics.Sixth,from the perspective of technological innovation,we analyze the dynamic mechanism of the performance improvement of equipment manufacturing enterprises in Heilongjiang province.We systematically analyze the specific attributes of enterprise competence and technological innovation analyzing the dynamic role of improving corporate performance and we construct the mechanism model of the effect of low carbon technology innovation on firm performance.According to the theoretical model,we put forward the corresponding research hypothesis and make definition and description of the variables in the model.Based on the data collected from the questionnaire,we conduct an empirical study.Seventh,from the perspective of operational management to analyze the implementation mechanism of performance improvement of equipment manufacturing enterprises in Heilongjiang province.From production management,human capital management and the level of knowledge sharing,the paper analyzes how enterprise operation management affects enterprise performance.Put forward the promotion mechanism model of operation management,and according to the research hypothesis to collect the data by questionnaire are used for empirical research.Eighth,the above study deepens the understanding of the performance evaluation and promotion of Heilongjiang equipment manufacturing enterprises in the global economic situation,which makes the research of this paper have a strong theoretical and practical significance.We finally put forward the safeguard measures to promote the equipment manufacturing enterprises in Heilongjiang province to improve performance from two aspects of technological innovation and management and put forward the development strategy from the macro perspective of enterprise development.
