Technological innovation cooperation is an important way to innovation development in lagging-behind regions.Some scholars have investigated the mechanism of technological innovation cooperation to enhance regional innovation performance.However,most of the previous studies have focused on regions with high levels of industrialization,and have paid less attention to lagging-behind regions.In addition,few scholars have studied the relationship between technological innovation cooperation network and regional innavation performance from an environmental perspective.Therefore,from environmental perspective,this paper studies the evolution of characteristics of cross-regional cooperation network and their impact on the innovation performance in lagging-behind regions.On the basis of theoretical analysis,firstly,the cooperation trend and the characteristics of spatio-temporal evolution of inte-regional cooperation network are studied with cooperative patent data;use social network analysis to explore positions of provinces in network;and investigate the impact of environmental regulation,proximity and social capital on the centralization of network.Secondly,establish the evaluation indicator system of regional innovation performance in terms of innovation input,innovation output,green economy,and environmental protection;use principal component analysis to evaluate the innovation performance,apply Moran's Index to analyze spatial characteristics and use cluster analysis to divide innovation lagging-behind regions.Thirdly,build a theoretical model about relationships between centralization of inte-regional cooperation network,number of inte-regional cooperation organizations,innovation basic conditions and regional innovation performance,apply several spatial panel regression models to assess the relationships.The main findings are as follows:(1)The frequency of cross-regional technological innovation cooperation has increased significantly.Although bilateral relations are the dominant cooperative relations,the proportion of multilateral cooperation has gradually increased.Inter-firm cooperation is the dominant mode of technological innovation cooperation.Concentration and density of inter-regional cooperation network are increasing while efficiency of cross-regional knowledge exchange is increasing.The concentration of provinces in the network is quite different,and Beijing,Shanghai and Guangdong have always dominated main positions.Moreover,environmental regulation,proximity,and social capital can make contributions to the improvement of location in network.(2)During the study period,the provincial rankings for innovation performance scores have changed to a greater degree,but the rankings in the top few and countdown provinces have not changed significantly,just some adjustments.In addition,the results of Moran's Index show that the regional innovation performance in provincial level has a significant positive spatial autocorrelation.And the number of provinces in the weakly-aggregated regions of innovation is a lot while most of the provinces are relatively stable in the quadrants.Moreover,according to the cluster analysis,the six provinces of Beijing,Guangdong,Jiangsu,Shandong,Shanghai,and Zhejiang were divided into innovation enrichment regions,and the rest of the provinces were innovation lagging-behind regions.(3)Degree centralization of inte-regional cooperation network,number of inte-regional cooperation organizations,the level of industrialization and the level of economic development can positiovely effect on regional innovation performance in lagging-behind regions and their spatial spillover effects are also existent.The spatial spillover effect of regional innovation performance means that improvement of innovation performance in neighboring provinces will help improve their innovation performance.In addition,the higher the degree concentration is,the greater the number of organizations from inte-regional is,the more the improving the innovation performance in lagging-behind regions is,and these effects have a spatial pillover effect.
