The Research On HT Institute Development Strategy Of Civil-Military Integration

At the Third Plenary Session of the 18^th Central Committee of the CPC,it points out at the national level establishing unified leadership,coordination in military and civilian,demand dock and resource sharing mechanism for promoting the development strategy of military and civilian integration and then to comprehensively propel further development strategy of military and civilian integration.Thus,it can be concluded that the development strategy of military and civilian integration not only has become the general object and specific requirement of deepening inform provided by nation to the defense-related science and technology unit,but also makes itself become the inevitable choice for sustainable development of the scientific research institution of military industry by strengthening foundational status of military and civilian integration from the start of the level of system and mechanism.As the important unit of science and technology industry of national defense system as well as the central institution of the aerospace system materials and the technical study in China,HT research institution is abundant in material designing,processing,producing experience and ability,making great contribution to studying and manufacturing carrier rockets,missile weapons and other spacecraft equipment.Meanwhile,the achievements transformations of military industry technologies are also continuously promoted.So far,more than ten industrial projects represented by based on metal materials and non-metallic materials to study and manufacture are fathered.However,faced with the development of military and civilian integration,how to exactly find out the practical and right strategies that meet self-development and how to choose explicit implement approaches and development measures according to strategies,which are realistic questions needed to be solved necessarily by HT Research Institution and other units that are similar to the scientific research institution of military industry.In this article,the author regards HT as the study object.On the basis of foundational theories such as the development strategies and military and civilian integration,and doing review and conclusion on the study results,the author gives a general description about the present situations of HT,and applies the EFE and IFE strategy matrix analysis theories,starting from the following four aspects: industry transfer,macro policy,system environment and brand culture,and the three angles of market access,external resources acquisition and internal resource allocation,to make quantitative evaluations on the influence degree brought by the internal and external factors of the study object.Based on above of all,the author puts forward advice on the development strategy of military and civilian integration and selectively gives advice according to the strategy and tries to advance development measures that HT should pay much attention to when it applies the development strategy of military and civilian integration.In this study,the author will see SWOT strategy analysis as the main research method,adopting EFE and IFE matrix quantization analysis evaluation as effective supplements to overcome and make up congenital defects that SWOT pays important attention to by qualitative analysis and then to make the evaluation result and conclusion more scientific and rigorous.By studying,HT is advised to take the SO as the main strategy with the assist of ST and WO under such situation,meanwhile,tolay emphasis on adjusting and improving the following five aspects: system and mechanism,technological innovation,human resource,market development and management inspiration and pay much attention to the relationships among the main business,system and mechanism and ideological understanding during the military and civilian integration process.At last,based on conclusion on the study result,the direction,content and method about future study are prospected.The conclusions and results of this study also provide imperative reference for formulating and implementing the development strategy of military and civilian integration for scientific research institution of military industry that has the same features.
