Labor relationship is the important component of social production relationship and the most fundamental social relationship as well. Harmonious labor relationship is the foundation of harmonious society and harmonious and stable labor relationship is obviously needed in constructing harmonious socialistic society. As the construction of harmonious socialistic society, the construction of harmonious labor relationship is a progressive procedure. At different stages of economic development, there are different standards of measurement on harmonious labor relationship. At the present stage in our country, a certain standard can be established to measure harmonious labor relationship.The construction of harmonious labor relationship in our country shall be jointly completed by the main body, including government, enterprise, labor, labor union and other social organizations. However, the government shall exert leading effect in the course of constructing harmonious labor relationship. The analysis of developing course of labor relationship in our country shows that the government leads and plays a decisive role in the establishment and development of the labor relationship system all along. The analysis of basic character of labor relationship shows that labor relationship is a kind of interest relationship and only the government can coordinate the interest relationships between social members. The analysis of settlement means of conflict between main bodies of labor relationship shows that the government acts as"judge"therein.At the present stage, the construction of harmonious labor relationship in our country is confronted with many difficulties such as severe employment situation, imperfect social security system and increasing labor dispute, etc. There are many problems in the field of labor relationship as well, mainly including: the labor relationship problems of laid-off and unemployed people of state-owned enterprise and collective enterprise have not been resolved yet; distribution system of income is not perfect and the gap between high and low income group is larger and larger, resulting in unbalanced mentality; the position of labor has been improved, but the situation of"weak labor and strong capital"can not be essentially improved in a short term; the basic rights and interests of labor can not be guaranteed and the situations of injuring labor's legal labor rights are commonly occurred; labor disputes tend to increasing, the amount of labor dispute cases is in a high level and continues increasing. The occurrence of such problems is more or less concerned with the condition of failing to fully and effectively exert governmental functions.The government shall fully exert its functions to solve these disharmonious problems in the field of labor relationship. The government shall promote the construction progress of harmonious labor relationship through the following aspects: establishing a conception of scientific governing; perfecting legal adjustment system of labor relationship as soon as possible; continuing exertion of the function of the government's policy, solving stepwise prominent problem in labor relationship; perfecting and promoting labor standard, guiding employer to change into self-discipline; actively promoting collective negotiation system, promoting exertion of the function of labor union; strengthening enforcement of labor security, striking violation of law; improving settlement system of labor dispute and protecting lawful rights and interests of labor maximally.The thesis positively explores in theoretical aspect as well, thereafter puts forward some new method of constructing harmonious labor relationship, mainly including: the government promotes the construction of craft union or united craft union, which participates in collective negotiation, and the government improves current settlement system of labor dispute. For some labor dispute cases, a system of a single and final award shall be applied in arbitration and the definition of this kind of case and its operation procedure are illuminated in the thesis.
