Performance Measurement Of Construction Supply Chain Based On CSCM Maturity Model

The performance measurement of supply chain is one of the key issues in supply chain management theory.It is significante for esliblishling an effective supply chain model,saving cost and improving the competition of corporations.The performance measurement of supply chain is paid more attation by managers in practice,but because of the complication of supply chain management system,it is diffcult to implement effectively and efficiently.It is not a long time for the application of supply chain management in construction industry,so there are few outcomes about supply chain performance measurement in construction.For the successful application of supply chain management in construction industry,this research focuses on establishing the operation process and performance measurement model of construcation supply chain(CSC)by combining the reseach methodologies,such as theory analysis and case study,quantitive and qualitative,and hybriding multiple pricinples,such as operation research,system management theory,and computer technology.Considering the actual demands and characters of the construction industry,this research mainly includes five issues: the basic theories and environment of the operation of CSC,the establishment of CSC maturity model about operation process,the establishment of CSC maturity model about management ablilty,CSC performance measurement based on maturity model and demonstration.The details are shown as follows:(1)The theoretical foundation is established,including: virtual enterprises and industry organization theory,integrated supply chain management theory,performance measurement theory and maturity model theory.The relationship between these theories and this research is analyzed.Six application obstacles of CSC management are proposed,which provide references for effective CSC maturity model and performance measurement.(2)Several typical supply chain maturity models are compared and analyzed.Based on the evolvement process of CSC maturity model(CSCMM),it is thought that a good CSCMM should focus on both operation process and management ability grades.The three supply chain maturity models are analyzed;the comparison of supply chain maturity models are conducted from the issues of inner structure and grades.The common features of these models are proposed: they have the similar structure,the maturity is distinguished by grade,and every grade includes several critical steps.By the comparison and analysis,a theoretical foundation for CSCMM is established.(3)The CSCMM is esblished from the view of operation process and management ability.,The three-layer CSC operation model is established based on the operation process issues.The five grades maturity model is proposed based on the management ability issues.The process of applying M-CSCMM model is also conducted.(4)The characteristics of CSC performance measurement are put forward based on the feature analysis of supply chain performance measurement;the principles of establishing measurement system are proposed;the 85 index for CSC performance measurement and their serial number are designed;the definition of these index are described.The 29 critical steps in the CSC maturity model are corresponding with the performance measurement index,which promote the implement of measurement system.The method of analytic network process(ANP)is described;and the performance measurement process of CSC is proposed,which is a combination of supply chain performance grade card and supply chain performance measurement table.This process dynamicly promotes the supply chain performance,and is effective for realizing the supply chain management goals.(5)Based on a contractor called A in the China Construction Group,the CSC operation model is established,which includes three-layer flows;and based on maturity model,the CSC performance measurement is conducted: First,the value of index are measured and standardized,and the supply chain performance grade card is designed.Second,the relationships among the index are confirmed;by using the Super Decision,which is a tool of ANP,the estimate matrix is designed,and the priorities in guide line layer are exported.Last,the maturity value of supply chain is given.Based on the outcome of the performance measurement,the manaer should pay more attation on sic index and fifteen critical steps,and the the maturity grade of this corporation is III.Several suggestions are also proposed.Supply chain management has been developed into an innovational constructiona management model.Researching on relative theory and methods of CSC operation model and performance measurement model are of advantages to enrich and supplement the theory and method,to improve the development of construction economics and management theory,to resolve the problems in the China’s construction corporations and construction process,such as low efficiency and overrun time,to promote the reform of construaction management mode and decrease construction cost,and to increase information sharing level,decision making efficiency and enterprise’s core competencies.This research fruits are valuable to the future application with acceleration of the reform of general contract management mode in construction.
