Partial warfare under modern high-tech conditions requires the armed forces of the land, sea and air forces and missile forces to use a variety of advanced weapons systems to carry out joint operations within a limited airspace.Within a combat unit time in tactical airspace that may have fixed wings, rotating wings, wingless, unmanned aerial vehicles, shells, missiles, electronic warfare equipment, etc.,and to ensure the efficient, safe and flexible use of the limited airspace for airspace users in accordance with mission plans, enemy deployments and airspace situations to avoid conflicts and accidental damages is an urgent need for the future joint operations. To solve the problem of the use and demand of airspace in joint operations, the paper discussed the overall concept of Joint Tactical Airspace Management(TAM)system, and focus on the realization model and algorithm of TAM system key technology. This paper mainly includes:The overall structure of joint tactical airspace management system is studied.TAM system uses a distributed structure, which is composed of the main system deployed in the joint operations command and other airspace users' subsystems or remote system terminals. The TAM system is connected through the airspace control interface to realize the coordination of information exchange and airspace use requirements. The core of the system is joint airspace planning, conflict detection and troubleshooting software.Joint airspace planning is mainly based on joint operational tasks, collecting the needs of airspace use, combined with airspace basic data, and then established the airspace master plan and airspace control programs;conflict detection and troubleshooting is mainly based on integrated operations, military and civil aviation, meteorological information and other aspects of the needs of airspace uses,to find and resolve the airspace in time, space and frequency conflicts, and to form the post-conflict air task order(ATO)and airspace control order(ACO);airspace ad-hoc planning is a real-time monitoring of airspace implementation to detect,early-warn,deploy and coordinate the planned changes and temporary potential conflicts;situation sharing support is using the airspace control system which has the most comprehensive airspace planning data to identify all the predicted airspace object information for the airspace users, and to provide a new method of enemy identification,so that the airspace situation map is more perfected. The key technology models and algorithms for constructing TAM system are studied. The modeling of airspace operation model mainly describes the various airspace elements' behavior of airspace use,and expresses the processes of airspace operation, including the elements of airspace structure and the modeling of airspace elements.Through the analysis and construction of various airspace elements, attributes and sports characteristics, the aircraft's activity model is established, and then constructs the airspace system model under a variety of elements of the operating environment.Airspace conflict detection mainly studies the conflict detection model algorithm based on interval standard,including:(1)airspace structure conflict detection, the conflict model template of time, height and geometric boundary is established, and the airspace conflict detection method of “from general to fine, and step by step” is proposed to quickly determine the conflict between airspace and terrain, airspace and airspace;(2)airspace activity conflict detection, from three dimensions including time, space and frequency,it analyzed the conflicts between the aircraft trajectory and the airspace, between the aircraft and the aircraft, and between the frequency used in different airspace activities, and then established a unified airspace activity conflict detection method procedure.Airspace conflict relief mainly studied airspace relief strategy based on airspace activity rules. The planning and design of the combat platform airspace is mainly to solve the different tasks from different platforms and carry out specialized operational space allocation,to coordinate the detection of positioning as an example of mathematical derivation, obtained under the conditions of no conflict airspace to perform collaborative tasks and mobility need for combat space which required by the platform.Furthermore, the airspace planning and design methods can be accumulated from other mission platforms,to lay the foundation of generation of the airspace master plan and airspace control procedure. The key algorithms of airspace situation monitoring are studied.Joint operations process is influenced by the planned adjustment, weather conditions, war damages, changes in the battlefield situation and other uncontrollable factors. In order to ensure the effective and efficient tactical airspace operation, the TAM system needs to deal with the airspace surveillance information in real time, monitor the implementation of the airspace plan, and discover the potential conflicts and irregularities of the airspace plan, combined with task adjustments and new requirements,to carry on airspace ad-hoc planning and dynamic adjustment. Therefore, this paper studied the possible airspace elements(Table 1,113 in total)classified by dots, lines and areas, established the airspace information distribution processing model for all airspace users, airspace participants, airspace planning and surveillance, and established airspace conflicts alarm and alarm methods based on track forecasting to achieve a “better than real-time” speed for finding potential conflicts.Aiming at sensors like radar and detection's characteristics of non-correlation of three-dimensional measurement in polar coordinate system, the quantitative algorithm of multi-track fusion-related gate is derived from the statistical judgment theory, and the accuracy of track quality and airspace situation monitoring is improved. This paper studied the target track fusion algorithm, which provides the necessary and sufficient conditions for the accurate monitoring of airspace execution, target recognition,ad-hoc collision detection and airspace dynamic planning. The technology of airspace planning evaluation and simulation of model algorithm is studied.Airspace planning evaluation is one of the key technologies of TAM system. This paper put forward a quick test and evaluation method towards real-time capability, airspace utilization, airspace security and mobility limitation of airspace planning scheme,to judge the validity and applicability of the joint tactical airspace planning scheme by studying the simulation method of airspace planning.Simulation verification is an effective method to validate the correctness and feasibility of the proposed model algorithm in the system simulation operating environment.Using the opportunity to participate in the research project of the unit, with the simulation technology simulating the environment, the typical joint combat style is designed.Through the whole process of airspace control, the key technologies such as the airspace planning method, the airspace model algorithm, the airspace simulation situation monitoring algorithm and the airspace planning evaluation are tested systematically. The verication results show that the TAM system is reasonable, accurate and feasible.
