Research On The Matching Of Policy Tools Of Government Purchase Of Social Services

Government purchase of services is the form of public-private partnerships in the privatization of public services.It is a government-funded,multi-body division of labor form.Since the 1980s,Western countries have set off a wave of reform of privatization of public services.To the 1990s,government purchase of services has become a basic policy tool of developed country governments.Since the Reform and Opening Up,in the target of establishing a service-oriented government and vigorously promoting the equalization of basic public services,China has promote government purchase of services from the social forces.trying to increase the supply of services,improve the quality and efficiency of services,and to achieve separating public service units from government.government administration from commune management,and to promote transformation of government functions.In the recent years,despite the government has paid more efforts to increase the purchases of services,and has speed up the process.in general,exploring the government purchase of social services is still in the preliminary stage and there are many problems.One of the core issues,the research on policy tools of government purchase of social services has just begun.Based on the review of the existing research results of policy tools choice avenues and policy tools assess standard,in the field of studies on policy tools of government purchase of social services,this thesis attemps to use comprehensive research approach,and take matching as the evaluation criteria of selection of policy tools of government purchase of social services.This paper studies how to select and use the policy tools,based on the characteristics of the policy tools of government purchase of social service.This article takes the matching of the tools of government purchase of social services as the main line,and through establishment of the tools matching analytical framework of government purchase of social services,dividing the tools of government purchase of social service into three kiids,which are the outsourcing contract,the voucher system and funding.according to the three dimensions of competition,purchase path and payment.constructs the toolbox of government purchase of social services.Each tool in the toolbox has different characteristics,scope and conditions.The first research method is the literature research method to tease out the theoretical foundation of selecting the government purchase of social services tools,the history and practice patterns,content and features of the three tools of government purchase of social services,and screen out the typical cases of government purchase of social services.The second research method is comparative research method to summarize the factors of selection and use of the government purchase of social services tools.The third research method is case study method to describe the background,the tripartite body,purchase content,and the operation process of the government purchase of social service tools,and to verify and summarize the characteristics of the specific purchase tool,tool combination and tool conversion.The structure of this paper is:firstly,to study the matching of the single tool of the government purchase of social services,combined with multi-case analysis,to examine how the characteristics of the single tool to match its scope and conditions,to take empirical testing and to furtherly summarize the characteristics,scope,operating conditions,and operating mechanism of each purchase tool in the Chinese context.Secondly,to study the matching of the combination of tools of government purchase of social services,combined with more cases,to examine how the combination of tools to match the operating conditions,scope and operating mechanism,to summarize and take empirical test of the scope,operating conditions,and operating mechanism in the Chinese context.Then this paper analyzes the combination of the tools.Thirdy,to study the matching of the transformation of the tools of government purchase of social service,combined with practice cases,and to examine the causes and conditions of the transformation of the government procurement tools.Then this paper analyzes the transformation of the tools.Finally,the paper proposes the policy recommendations of government purchase of services of our country.In short,this article from the new perspective of matching of the tools of government purchase of social service,proposes the analytical framework of government purchase of social service toolbox,proposes the new tool types of competition contract negotiated contract,cooperation contract,competitive quota allocations,competitive total appropriations,non-competitive quota allocations,non-competitive total appropriations,two competing equity warrants,two competitive efficiency vouchers,single competitive fairness voucher,single competitiveness efficiency voucher,and analyzes the matching of government purchase of services tools and its combinations by multiple cases.This paper argues that there is a blind spot of supervise on providers and producers under the combination of non-competitive funding tools,and a blind spot of neglection on needs of consumers.The combinations of tools of different purchase paths have the blind spot of ignoring th quality of services;The advantages of the combinations of tools of local governments purchase of services is mainly reflected in the non-competitive funding tools to strengthen the control of the purchase price,the combination of tools of different purchase path to help to achieve multi-purchase targets.The improvement directions of the combination of tools of local government purchase of services are to take reasonable cost estimatement and scientific pricing for the voucher system and funding tools,prevention from the risk of the combination of tools canceling tool utility out and in order to more reasonable option of purchase tools,classification for social services.The paper concludes that the characteristics of transformation of the purchasing service tools has innovation,the content of transformation has stage,the choose of transformation has balance,the way of transformation has complex and the goal of transformation has Multi-oriented.Based on the the study and analysis,this paper proposes the policy recommendations to optimize outsourcing contract,vouchers,funding instruments and the matching of its combinations,and clarified the principles of establishment of evaluation of policy tools of the government purchase of social services.
