Since the reform and opening up policy,China's rural poverty alleviation and development have got remarkable achievements.Rural civil organizations in poverty governance become an important part of poverty alleviation and development with Chinese characteristics.As a kind of grass-roots organizations,it has voluntary,public,non-profit and other basic features.and its autonomy has a series of changes in the process of rural poverty alleviation and development.In this study,from the perspective of the poor management of multiple subjects involved in the intervention,we try to take rural civil organizations as the central node of stakeholder interactions,and describe the logical evolution of autonomy.With the double backgrounds of China's rural poverty alleviation and the management system evolution of civil organizations,rural civil organizations involved in poverty governance is a more complex process.This paper attempts to study autonomy as a starting point,by three civil organizations'practice in Nanjiang,Sichuan province,which is a poor county located in QinBashan Area.Through literature studies,field surveys and interviews,combining poverty governance and autonomy on research related sociological theory;we propose autonomous existence paradox of civil organizations.That is the current poverty governance area is facing political and social relations in transition,under "strong government,weak society" pattern,rural civil organizations in poverty governance is a double edged sword.On the one hand,due to the rural civil organizations is weak,lacking of its own organizational autonomy;it faces the risk of being absorbed,eventually becoming part of the government's subsidiary.On the contrary,by building interactive relationships with each of the other body in the course of participating in the governance of poverty,civil organizations gradually enhance their autonomy,and eventually become the subject of equality and play to their capabilities.Through the rural civil organizations autonomous evolution interpretation and elaboration,we can explore the rural civil organizations in the process of governance autonomy poverty generation and evolution of logic.On this basis,we propose that,in multiple subjects' interactive process of cooperation,civil organizations can reach poor communities and the development of civil organizations to enhance the autonomy of the win-win goal.Poverty governance is the various participants in the joint anti-poverty goals,which play to their relative competitive advantages in order to maximize the performance results of cooperation,namely the establishment of multiple subjects to participate in poverty alleviation and development model of governance.Autonomy is an ability to get legitimacy for their own development space and to expand organizational boundaries,during the interaction with external stakeholders of civil organizations in the body.In the perspective of poverty governance,autonomy of rural civil organization face both opportunities and risks.In the context of autonomous development,we explain the influence factors of autonomy in theory,including the external environment,political relations,self-action orientation and internal structure of the organization.From a new perspective of poverty governance,we analyze the interaction process of multiple subjects centered on rural civil organizations.We propose that rural civil organizations in the cooperative governance generated autonomy.This autonomy arises from government decentralization,resource mobility,self-cooperative action and community embedding.There are three strategies adopted by the organization in the process of generating autonomy:free-riding,leveraging,attachment.In general,there is a limit to the autonomy,not an unconstrained autonomy.Multiparty constraints are from the real external environment and external resources donors,cooperation networks,communities.The way to get rid of the restriction of external autonomy is to explore a system of autonomous expansion of rural civil organizations.It includes the planning and opportunity grasping at the target level,the strategy and self-adjustment at the action level,the capacity enhancement and the value cultivation at the organizational level etc.In the process of interaction between rural civil organizations and donors,beneficiaries,it is both access to resources and external support to enhance their own autonomy in an interactive process.While facing more mutual restraint between the body inhibits the development of autonomy.This study finally obtained three conclusions:Firstly,the participation of Poverty Governance in the process of rural civil organizations,there is a possibility to achieve relative autonomy;Secondly,the rural civil organizations in cooperation with other body help to avoid the risk in single cooperation,thus contributing to the autonomy of civil organizations;Thirdly,rural civil organizations through self-adaptation,capacity building and value delivery strategies of cooperation to improve the relative autonomy.
