The relations between Taiwan and Japan have experienced a dynamic and complicated change progress since the Cold War and present uncertain situation. As the most important external force involved in East Asia and Taiwan Strait after World War II,the United States has exerted its significant influence in the evolution of the relations between Taiwan and Japan. Therefore,it is necessary to analyze the role played by U.S.in the evolvement of Taiwan-Japan relations and explore what kind of special tactics the United States has conducted on Taiwan-Japan relations since the Cold War,which not only contribute to strengthening and deepening the cognition of Taiwan-Japan relations and U.S.strategy in the Taiwan Strait, but also has great realistic significance for maintaining peace and stability in the Taiwan Strait. In views of general definition of regulation in this article, and combined with the relevant theories of "Taiwan Strait structure","offshore balance" and "hub-spoke",the article attempts to establish the theoretical framework of U.S.dual-regulation strategy to explain the special influence imposed by the United States on the relations between Taiwan and Japan Since the Cold War.Based on the reality of the connection between the United States and Taiwan-Japan relations since the Cold War,this dissertation conducts a comprehensive and depth research on the evolvement regularity, features, constraint factors and impact of U.S.dual-regulation toward Taiwan-Japan relations since the Cold War.In brief, during in the Taiwan Strait structure defined by the gambling relations between China and the United States, based on its strategic intent of containment or engagement with mainland China, the United States has mainly adopted a dual-regulation strategy in the matter of Taiwan-Japan relations since the Cold War.On the one hand, conducting incentive regulation to the relations between Taiwan and Japan,to encourage and promote the progress of Taiwan-Japan relations;on the other hand, exerting restrictive regulation on the relations between Taiwan and Japan,to limit and restrict the development of Taiwan-Japan relations.Furthermore, the dual-regulation of the United States has four typical characteristics:(1)Directness,directly intervene in the interaction between Taiwan and Japan;(2)Indirectness,establishing rules to adjust Taiwan-Japan relations to a desired level or standard;(3)Non-intentionality,to exert its own regulatory power to promote some kind of unintended effect on Taiwan-Japan relations;(4)Structural,regulating the mutual relations between Taiwan and Japan through the rules of regional strategic structure. Moreover, the dual-regulation of the United States is also constrained by China's Sovereignty safeguarding and Countering and Japan,Taiwan's Anti-regulation.Finally,the dual-regulation of the United States not only shaped the delicate status between Taiwan and Japan since the Cold War,but also had an impact on the U.S.-Japan-Taiwan relations, and then caused damage to the peace and stability in the Taiwan Strait. In this regard,it deserves our attention and vigilance.Of course,in the long run, with the constant development of Mainland China, the United States will gradually reduce or even give up its involvement in Taiwan-Japan relations based on the consideration of the benefits of Sino-U.S.cooperation.Then,the relationship between Taiwan and Japan will gradually move toward normalization under framework of Sino-Japanese relations, thus promoting peace and stability across the Taiwan Strait.
