Evaluating The Effect Of Relocation Policy Implementation In Precise Poverty Alleviation

At present,China is in the decisive stage of achieving the goal of poverty alleviation for all the poor people under the current poverty standard by 2020.The policy of relocation in different places in the battle of poverty alleviation plays a key role in solving the problem of poverty in areas where one side cannot feed one side by water and soil.The effect of this policy is directly related to the realization of the goal of building a well-off society in an all-round way.S County which located in the poverty-stricken mountainous area of Dabie Mountain belongs to the state-level poverty-stricken county.According to the guiding ideology of the 13 th Five-Year Plan,the county government has made a comprehensive plan for the local poverty alleviation and relocation.It is of great significance to study the implementation effect of the relocation policy in S county and summarize the experience and lessons,so as to consolidate and enhance the actual effect of the relocation policy.This paper takes the implementation effect of relocation policy in precise poverty alleviation as the research object.This paper defines the concept of precise poverty alleviation and relocation in different places by using the method of literature research,and describes and analyses the relocation policy in S county.Guided by the five-in-one overall layout,the general requirements for the construction of a new socialist countryside,the planning for Rural Revitalization and development,and the general objective of fighting against poverty,and based on the principles of scientificity and operability,comprehensiveness,goal orientation and comparability,the evaluation model of the effect is refined from five aspects of economy,politics,culture,society and ecology.Among the five aspects,economic effect is the core effect,social effect is the basic effect,political effect,cultural effect and ecological effect belong to the extension effect of the former two.Guided by the general layout of the five-in-one,the general requirements for the construction of new socialist countryside,rural revitalization and development planning and the general objective of fighting against poverty,the effectiveness evaluation model is built on the principles of scientificity and operability,comprehensiveness,goal orientation and comparability.The model refines theindicators from five aspects,economy,politics,culture,society and ecology.According to the data collected from the questionnaire and interviews,it is found that the economic effect of the relocation policy in S County is generally positive,the annual net income of the relocated households increases,and the income structure is more diversified.At the micro level,the political effect is more obvious,and the policy satisfaction,implementation and participation are overall.The positive evaluation is more than half.Basic medical care,compulsory education and housing security are guaranteed in social effects.Cultural effects are more evident in the individual relocators.The vegetation coverage of the ecological areas of the relocated areas is increased,and the ecological environment of the relocated areas is rationally planned.While the implementation of the relocation policy has achieved excellent results,there are also some problems that can not be ignored,such as unreasonable design of precise identification system of relocation objects,slow actual process of relocation after the completion of relocation and resettlement areas,absence of supervision on the demolition and reclamation of old residential land,continuity of follow-up development after relocation,and data poverty alleviation in the assessment of relocation and poverty alleviation.In order to solve these problems and enhance the actual effect of the relocation policy in S County,the paper puts forward five aspects:improving the evaluation index system and supervision mechanism for the accurate identification of relocated objects,strengthening scientific guidance to enhance the relocation process,refining the policy of demolition and reclamation,changing "blood transfusion" to "hematopoiesis" to enhance the sustainability of the policy,and building policy feedback mechanism to carry out third-party evaluation.Discussion.This paper tries to make innovative exploration in research methods and regions,trying to make up for the shortcomings of relevant research,and provide theoretical reference for the follow-up development of relocation policy in Dabie Mountains.
