The Course Of China's Caring For The Aged Policy Change And The Path To Perfection

Caring for the aged is the basic content of the development of people's livelihood and an important link to realize the free and comprehensive development of human beings.After nearly 70 years of development and changes,China's pension policy has preliminarily established the socialist endowment insurance system with Chinese characteristics,which is the responsibility of the governments,enterprises and individuals,and has realized the complete coverage of the basic caring for the aged,raised the old age life security level,and the people's happiness,obtains the feeling,the satisfaction degree unceasingly strengthens.Since the new era,in the face of the austere situation of accelerated aging and "three phases superposition",the Party Central Committee,with General Chairman Xi Jinping as the core,has never forgotten its initial heart and worked hard to advance,and to "the people's yearning for a better life." That is,our goal of struggle "as a program of action,to comprehensively deepen the reform of the aged,to implement a new strategy of “government-led,social participation,action by the whole people,and joint efforts to build and share".We have established a multi-pillar,all-coverage,more equitable and more sustainable development pension insurance system,as well as a family based,community based,institutional complementary,medical and supportive pension service system,in order to strive to achieve that all the elderly can have a sense of security,the elderly have something to rely on,the elderly have fun,and the elderly have security.In order to grasp the overall picture of the changes of the old-age policy in our country as a whole,to recognize the law and essence of the changes of the old-age policy,to grasp the trend of the development of the old-age service in China,and to better innovate and improve the basic old-age policy,this paper is guided by Marxist dialectical historical materialism and starts from the historical evolution and development logic of China's pension policy,systematically analyzes the changing course and context of China's pension policy,and puts forward the path to perfect the pension policy.This paper is composed of seven parts,and the specific ideas are as follows:The first part is the introduction,which mainly introduces the research background and significance of the thesis,summarizes the current research situation in foreign countries,explains the research ideas and methods,explainsthe related concepts,points out the innovations and deficiencies,and so on.It provides the basic guarantee for the further study of this paper.The second part is the guiding ideology of China's caring for the aged policy.The pilot of caring for the aged policy changes in China and the strengthening of top-level design are guided by Marxism and the theory of socialism with Chinese characteristics.This chapter systematically combs Marx,Engels,Lenin and other Marxist ideologies of the aged,Chinese Marxism of the pension thought of Mao Zedong,the socialist endowment with Chinese characteristics.The third part is the theoretical reference of China's caring for the aged policy.In the process of growing up,China's caring for the aged policy draws on the quintessence of traditional pension ideology and culture,as well as the western welfare state theory and Keynes' s theory of state intervention.The fourth part is the change course of China's caring for the aged policy.The change of China's caring for the aged policy is a dynamic and progressive process of development.In this paper,according to the time context,taking the major adjustment of the pension policy as the node,the changes of the old-age policy in China are divided into the old-age care stage,which is mainly supported by the traditional family,supported by the state and the collective,and the exploration stage of the old-age insurance system carrying out as a whole.The practical stage of the old-age insurance system combines the social planning and the personal account,and the four stages of the reform of the pension system.The main contents,the scope of guarantee and the standard of implementation of the pension policy in different stages of our country are elaborated precisely.The purpose of this paper is to restore the whole picture of the pension policy of our country systematically,and to outline the historical track of the change of the old-age policy.The fifth part introduces the basis,characteristics and practice effect of China's caring for the aged policy.Based on sorting the change of China's caring for the aged policy,it can be found that the basic basis of the change of China's caring for the aged policy is the national situation in the primary stage of Chinese socialism,the theoretical basis is the idea of caring for the aged based on Marxism and the idea of caring for the aged based on Marxism with Chinese characteristic,the practical basis is the social development situation in China;the major characteristics include balanced development of caring for the aged as well as economic and social development,progressive change,collaborative promotion change,common development of the cause of caring for the aged and industry;the practice effect is significant,over 60 years of change and development,the multi-pillar insurance system of caring for the aged has been preliminarily established,the multi-layer service system of caring for the aged has basically formed and the social environment of caring for the aged has gradually matured.This chapter,based on numerous authoritative data,conducts systematic analysis on the practice effect of China's caring for the aged policy,makes explanations from the perspectives of specific policy and formation logic,and explores the inner tension for the policy change of caring for the aged between policy and reality.The sixth part is the dilemma of the current Chinese caring for the aged policy changes.Great achievements have been made in the changes of China's old-age policy,but new situations and problems such as the shrinking of the family structure,the upgrading of the demand for the aged,the arrival of an aging society,the adjustment of the economic structure,the transformation of the society,etc.It brings severe challenges to the change and development of the old-age policy,such as the low effectiveness of the rural family pension policy,the inadequate implementation of the institutional old-age policy,the imperfect mechanism of resource regulation,and so on.The development of old-age service in China must be based on solving these problems.The seventh part is divided into the development path of improving China's caring for the aged policy.The key to improve the present situation and solve the plight of the aged is the perfection,innovation and effective operation of the pension policy.In view of the current difficulties and problems faced by China's old-age pension,this chapter reviews the overall layout and development trend of China's pension policy,and concludes that China's old-age policy should be further refined and innovative.It is necessary to continue to deepen the reform of pension policy,to promote the implementation of caring for the aged policy according to law,to scientifically improve the coping mechanism for the transformation of pension services,and to orient and innovate the caring for the aged policy of a specific population.
