Research On Government Responsibility Ethics In The View Of Management Philosophy

Since the late 19 th and early 20 th century,management has become an independent discipline.Since then,it has attached great importance to efficiency and put much emphasis on scientization,technicalization and legalization.Undoubtedly,there is nothing wrong with the pursuit of efficiency and the emphasis on science and the rule of law in management.However,it is wrong to put too much emphasis on efficiency,science and the rule of law,resulting in the abandonment of value and the lack of humanistic care in management.Under the guidance of the efficiency center of instrumental rationality,value neutrality and technology supremacy,government administration has become a purely technical management tool,and administrative personnel have become impersonal people.Based on this,this paper believes that government administration should not be a purely technical tool,nor should administrative personnel be impersonal people.They should be the responsibility subject with a sense of responsibility and ethics.Therefore,this paper proposes to study the responsibility ethics of government from the perspective of management philosophy.From the perspective of management philosophy,government responsibility ethics refers to the government's recognition of its responsibility in the management of national affairs,social public affairs and internal affairs of administrative government agencies,as well as its ethical responsibility for the consequences of its own behaviors.Government responsibility ethics is the ethics with the government responsibility as its core,and its evaluation standard is whether the government “does its duty”,and emphasizes that the government should actively bear the responsibility for the consequences of the behavior.The ethics of government responsibility is a new type of applied ethics,which is characterized by the unity of self-discipline and heteronomy,the unity of necessity and reality,and the unity of individual ethics and public ethics.In today's era of widespread democratic politics and extraordinary prosperity of science and technology and economy,the ethics of government responsibility from the perspective of management philosophy should take publicity,people-oriented and coexistence as the basic principles.Meanwhile,through the previous reflection and summary of the management theory and practice,the fragmentation of management efficiency and social justice,of public interest and personal interest,and of development awareness and ecological awareness will lead to social abnormal development.Therefore,the inherent regulation of government responsibility ethics should be the unity of management efficiency and social equity,public interest and private interest,development awareness and ecological awareness.The basic principles and internal regulation should be established on government responsibility ethics.The basic content of the government responsibility ethics should be to safeguard public interest,to protect the rights of citizens,to maintain social justice,and to promote the harmonious development of man and nature,it is carried out through the institutionalization of government responsibility ethics,the establishment and perfection of government accountability system,as well as the establishment of responsibility ethics of administrative personnel and so on.From the perspective of management,government responsibility ethics has the theoretical value of highlighting the value rationality of government management and changing the non-moral situation of government management,as well as the practical value of stabilizing social order,improving government capacity and enhancing government credibility.As for government responsibility ethics in China,the Chinese government has fully realized the importance of the ethics of government responsibility,and has made some achievements in environmental protection,government justice and the satisfaction of people's interests.Although there are still some deficiencies,our country has been striving to improve.The corresponding interpretation framework is: Chapter One is about some concepts of government responsibility ethics from the perspective of management philosophy.Chapter Two makes a historical retrospection and a theoretical exploration of the Chinese and western ethics of government responsibility.Chapter Three explains the basic principles,inherent regulation,basic content and practical approaches of government responsibility ethics from the perspective of management philosophy.Chapter Four explains the management value of government responsibility ethics from theory and practice.Based on the management theory and practical reflection,Chapter Five explains the dilemma and remedy of the construction of government responsibility ethics.Chapter six reflects on the construction of Chinese government responsibility ethics,and analyzes the necessity,achievements and major insufficiencies in the construction of government responsibility ethics,as well as the ways to improve it,so as to provide references for the proper promotion of China's national governance modernization.Therefore,by emphasizing the government's ethical pursuit and ethical responsibility,the research on government responsibility ethics from the perspective of management philosophy aims to promote the government's better public services and better satisfaction of people's demands,so as to realize the comprehensive development of human beings,social progress and ecological harmony.
