Since the reform and opening of China's poverty alleviation work achieved remarkable achievement that our previous poverty alleviation policy,strategy,train of thought is correct.After entering the 21 st century but the rest of the anti-poverty work has become more difficult,the anti-poverty in diminishing marginal effect.At the same time,our rural areas,as a whole,there are still lingering poverty label them.On the surface that the main reason,one is the superficial poverty after improved,the rest are deep intractable poverty;Two it is to a new understanding of poverty in our country,has carried on the new definition,thus increasing range poverty.Three came from a deeper analysis,we found that the cause of this situation is not entirely in the rural areas themselves.This paper based on the present China's rural poverty in combing the analysis found that the present rural is a kind of structural poverty,through the "structural poverty" refers to the social structural distortion in the historical process,structural mismatch of resource,the right caused by the structural imbalances,such as in the political life of the poor.This structural poverty,material support alone is
