In the era of planned economy,the traditional social service mechanism of mass organizations reflects a regulatory feature.With the development of the socialist market economic system,the social reality foundation of the social service mechanism of the mass organization has undergone profound changes,which is manifested in the increasingly complicated social problems and needs faced by the groups.The regulation mode of the traditional service mechanism of the mass organization seriously affects and weakens the effect of social services,which is manifested in the administration-stressed service production mode,the shrinkage of the service space and the dissociation of the service functions.It is difficult for mass organizations to well-organize social services for the related groups.It falls into a involution dilemma,which is reflected by the increasing,yet no development social service.Organizational institutionalism holds that organizations face two different environments: the technological environment and the institutional environment.The mass organization is the product of technological needs and the product of the institutional environment.Organizations,out of legal pressure,will adopt the same form as the requirements of the organization's in the certain field.However,this kind of institutional isomorphism does not necessarily relate to the organization's improvement of its technical performance.The regulated social service mechanism of mass organization has a contradiction between the organizational system environment and the organizational technology environment.The root of this contradiction is caused by the power unidirectionality of the social service production and supply and singularity of the organizational field.The power unidirectionality of the institutional field maintains the inertia of the regulatory actions of the traditional social service production;The single subject of the organization of social services has influenced organizational field in a long period of time.The participation of social organizations in social services is very limited.The lack of competition in group organizations has affected the organization's motivation to improve the social service technology environment,and the internal efficiency is in a predicament situation.As a result,there is a deviation between the effect of social service and the functional goals.Social services appeared to be involved.In recent years,the institutional environment for the survival of mass organizations has undergone significant changes: Policies for developing professional services for social work in mass organizations have been introduced,and the central government has urged mass organizations to strengthen the contact between each other and reform the service groups.These changes in the institutional environment have led group organizations to reform traditional social service mechanisms in order to maintain the legitimacy of the organization.Under this influence,the Communist Youth Leagues have set up social liaison departments to introduce professional social work organizations to integrate social services for young people.The Communist Youth League reformed the organizational form and production mode of social services under the institutional isomorphism mechanism.Meanwhile,in recent years,the social organizations of the third sector have gradually developed,and the organization of social service organizations has diversified,so that the group organizations need to improve their technological environment through competitive convergence mechanisms to adapt to the competition of the organization's field.As a result,the transition of the social service mechanism of the mass organization is possible.The changes in the institutional environment and the diversification of the organization's field make it necessary and possible to circumvent the involution.The goal of the social service mechanism should focus on solving the obstacles to the development of social services brought about by power unidirectionality.The theoretical essence of negotiation is to change the power relations in the formation of service mechanisms,thus making "marginal change" possible,and then promoting the institutionalization of new service mechanisms-becoming the rules that all parties can recognize and accept.Negotiation provides a viable way to optimize the institutional framework and improve the logic of action for service mechanism reform.In this context,the Communist Youth League of J Province reformed the social service mechanism by introducing social organization cooperation and adopting social work professional service methods.In practice,the subjective relationship and resource allocation in the social service mechanism are optimized through the negotiation approach.The new social service mechanism has changed the regulatory orientation of traditional services,and the Communist Youth League of J Province has acquired the ability to conduct direct and relational services.The negotiating social service mechanism was initially formed.The field of social services and population were expanded,the professionalism of services were promoted,the service production was more in line with the needs of the group,and the overall social service efficiency was significantly improved.Practice shows that negotiation can promote the optimization of all aspects of the social service mechanism,avoid the influence of the negative factors of the informal system,and help to improve the relevant complementary systems.The new social service mechanism makes the social service subjects interact more closely and sets the foundation for the identified power through negotiation.Negotiation has positive significance for solving the problem of power unidirectionality in social services.
