Research On The Construction Of The Rule Of Law Environment For Revitalizing The Old Industrial Base In Northeast China

In 2003,the central government put forward a new strategy for regional development to revitalize northeast China and other old industrial bases,which started the first round of northeast revitalization.In the past 10 years,the revitalization of northeast China has achieved good growth effects through planning,planning,and improving the development environment.During the first round of northeast revitalization,the economic growth rate of the three northeastern provinces exceeded the national average level,and became the best period of northeast economic growth since the reform and opening up.However,since China's economy has entered the new normal,the ability of northeast China's economy to adapt to the new normal is obviously insufficient.As a result,the overall economic growth declines and falls to the bottom of the country.This prompted the central government to launch a new round of revitalization of the northeast.Such,a more outstanding problem is placed before 3 northeast provinces,it is northeast what is the reason of development lag after all? How to find out the key point of northeast revitalization?In 2016,general secretary xi jinping delivered an important speech to the heilongjiang provincial delegation at the fourth session of the 12 th National People's Congress(NPC),in which he pointed out: "we will deepen the rule of law and strive to create a sound environment for all-round rejuvenation." This puts forward an important direction for the new round of northeast revitalization,which can also be said to be the key point of northeast revitalization.This paper is a research under the guidance of this spirit.Taking the influence of the construction of legal environment on the overall revitalization of northeast China as the main line,the study combines the history with the reality,analyzes the mechanism and verifies the analysis and interpretation of the typical investigation.As a complete analysis system,this paper finds the starting point of this study through the review of relevant literature,and further sorts out the relevant theoretical basis,which are regional economic theory,marxist theory of the relationship between law and economy,and western economics and jurisprudence theory of the relationship between law and economy.On the basis of the theory,history and development of northeast old industrial base of dilemma,current situation and problems of the rule of law environment,influence the development mechanisms of the northeast old industrial base and experience of the old industrial base in the developed countries for reference,put forward a sound idea and countermeasures of northeast old industrial base of the rule of law environment.Through such a research process,finally drew several conclusions: first,the rule of law environment is an important prerequisite for the revitalization of the old industrial base in northeast China;Second,the rule of law environment is an important pillar to improve the business environment in northeast China.Third,to build a good legal environment requires efforts in system building,concept transformation and strict law enforcement.
