| China’s urban community is a new social form which has developed rapidly since the reform and opening-up.It is a micro-window to observe and measure the development level of social civilization.The development state and governance level of urban community,which is an important breakthrough and key point of social governance innovation,directly reflect the level of urban modernization in China.Based on the actual needs of national governance system and modernization of governance capability,this paper focuses on governance performance.On the basis of comprehensive analysis of the theoretical resources,historical basis,value connotation and generating logic of supporting elements of urban community governance in China.this paper expounds the function orientation and mechanism of urban community governance elements in China with governance subject structure as the carrier.governance behavior strategy as the key and public value maximization as the direction.and probes into the optimal development of the elemental structure.core variables and operating mechanism of urban community governance.In the vertical direction,this paper discusses the purpose,content,mode.concept expression,practice carrier.supporting factors and connotations of value orientation of the urban community governance in different development stages from the perspective of the development process of urban community governance in China since the founding of New C hina.In the horizontal direction,the performance connotation is embedded into the whole process of urban community governance.Through the all-round investigation of motivation,resources,main body,structure.modes.behaviors and outcomes of governance.including a comparative analysis of community governance with different characteristics of different cities.this paper tries to construct the urban community governance performance model from the perspective of performance generation,and further discusses the optimization way to improve the community governance performance.This kind of research adheres to the methods of combining macro-thinking with micro-analysis.integrating theory and practice,combining systematic research with normative research and empirical research with the purpose that to provide theoretical support and strategic choices for promoting the scientific structure,behavioral efficiency and maximization of public value of urban community governance in China.Based on the above-mentioned research topics,research ideas and methods following,this paper designs the contents of eight parts including introduction and conclusion.The introduction mainly introduces the topic selection and research significance.current research situation at home and abroad,research ideas and methods.content frame and main points of view,innovation and main shortcoming of the thesis.This paper emphasizes on starting from the historical,theoretical and practical basis of urban community governance in China,based on the value judgment of public expression of behavioral actors,public orientation of behavioral norms and public utility of behavioral results and probes into the mechanism of key elements of urban community governance and the relationship between different behavioral strategies and governance performance through the comparative analysis of different power allocation and behavior patterns of urban community governance.Chapter 1:This part mainly expounds the basic concept and related theories of urban community governance.This paper is based on the comprehensive consideration on the research objects,research ideas.basic contents,key factors and value pursuit.On the basis of systematically combing and comparing the core concepts and basic categories of urban community governance formed in the academic circle,this paper respectively discusses connotation and value significance of state-society theory.multi-cooperation theory.social capital theory and performance management theory from the perspective of national and social relations.unitary management to multi-governance,"rational economic man" to "public value" and the social relations of collective value,which provides theoretical basis and academic guidance for the research of this paper.Chapter 2:This part mainly sorts out and summarizes the development process of urban community governance in our country since the establishment of People’s Republic of China.Through the historical evolution of the purpose,content,way and conceptualization of urban community governance under different historical conditions——the system analysis of community management,community service,the practice carrier of community construction,factor support.value direction and evolution logic.this part expounds the organizational structure.behavioral characteristics.value significance and historical limitations of urban community governance in different periods.It emphasizes that the dynamic connection and mutual promotion of the"objective demand" of urban community development and the "subjective supply" of urban community governance are the basic track of the modernization of urban community.The maturity degree of the theory of urban community governance depends on the development level of the practice of urban community governance,and the integration and interaction of "theoretical guidance" and "empirical driving force" is the logical path of urban community governance.Therefore.this paper establishes a logical starting point for the research of urban community governance in China.which takes the modernization of state governance as the macro-background and the maximization of community public value as the strategic goal.Chapter 3:This part makes the analysis mainly from the governance goal,the governance main body,the governance resources and the governance ecology to expound the elements of Chinese urban community governance.On the basis of the understanding that the governance performance is an integral understanding of the efficiency in operation and profit in public benefit presented through rational allocation and value coupling under the guidance of governance objectives.this paper gives a systematic consideration on the causes,the main force,the supporting conditions,the construction of order and the performance of urban communitv governance in China from the aspects of governance orientation,main body composition,governance resource guarantee and ecological optimization of urban conmmunity governance,aiming at revealing the elements and mechanism of urban community governance in China from the perspective of the combination of "value objectives"."objective conditions"and "subjective factors".It emphasizes that the regional difference,the basic-level of the development stage and the unbalance of the development degree of the governance elements of the urban communitv in China determine the 5:This part mainly analyzes and expounds the governance behavior strategies formed by the different main structure of governance and the different mechanisms of their main elements.On the basis of giving full consideration to the factors of economic development,regional characteristics,residents’ composition and government preference,the paper summarizes the rich and colorful "subjective behavior" embodied in the practice of urban community governance as many behavioral strategies such as "order-based regulation"."to create refined services"."to rule by law"and "to build a common and sharing governance"."to maintain power with rights and interests"."to govern well with a sentiment" etc.It emphasizes that governance behavior is critical in urban community governance system for playing a driving role.The maximization of public value of urban community Governance depends on the rationalization of governance behavior.Different governance content and governance goal require appropriate behavior strategy.Under different governance conditions,the same governance subject structure will make different behavior strategy choices.This mainly reflects the self-adjustment ability of each governing subject and external conditions,and reflects the dialectical unity of the process of governance behavior and the result of governance behavior.Chapter 6:This part mainly analyzes and discusses the feasible way to optimize the performance of urban community governance in China.It emphasizes on correctly seizing the internal fit between public value and the performance of urban community governance,and that deep understanding of public value is the practical expression of the self-consistency of urban community governance.and the primary premise of optimizing the path of urban community governance in China.Following the rule-of-law logic,the logic of urban space justice and the logic of sustainable development strategy is the key point to optinmize the path of urban
