Study On Supply And Demand Of Public Services For "Migratory Bird-type" Pension Group

The convening of the 19 th National Congress of the Communist Party of China marked the beginning of a new era of socialism with Chinese characteristics,the main contradictions in our society have been transformed into contradictions between the people's growing needs for a better life and the development of inadequate imbalances.As one of the typical manifestations of this contradiction,the supply of public services naturally interprets the Chinese most direct and most concerned real problems for ordinary residents.Because of this,clarifying the contradictions between supply and demand of public services and optimizing the supply of public services have become an important path and inevitable requirement for improving people's livelihood and welfare and meeting the needs of a better life.With the continuous development of the economy and the aging trend,the provision of public services for the elderly has gradually become a fashionable topic.Among them,the “migratory bird-type” pension group is undoubtedly typical and representative,and has received unprecedented attention.The research on the supply of public services with its focus has also become a key perspective and grasp of the context of social governance and the relationship between supply and demand of public services.From the perspective of academics,the public service supply and demand of the“migratory bird-type” pension group have a profound background and historical motivation.The contradictions between those two points mention before has always echoed the transformation of the main contradictions in our society.At the end of the last century,the “migratory bird-type” pension group were beginning to show up,and the social contradictions caused by this phenomenon have begun to appear deep reflection,it indirectly reflects the imperfection and imperfection of the social governance system and ability.In view of this,how to correctly grasp the inherent mechanism of supply and demand and the logic of change,and rationally use the social governance norms to deal with the contradictions betweenthe supply and demand of public services for the “migratory bird-type” pension group,has become a realistic question to be solved urgently in the theoretical and practical circles.This paper focuses on the proposition of public service supply for the “migratory bird-type” pension group,and takes the development experience of Sanya City in Hainan Province as the typical case,adheres to the problem orientation,and systematically uses a series of norms or empirical methods such as interview,observation,and case analysis method and other methods for research.By combing the previous research results in the field of service supply of migratory birds and old-age groups,and combining field interviews and case observations,we have learned the research status and realistic situation of the target audience.On this basis,based on the research needs,with the theoretical basis of push-pull theory,supply-side theory,new public service theory and governance theory,this paper comprehensively reviews and analyses the historical evolution and reality of the “migratory bird-type” pension group from a macro perspective.It deeply explains the demand problem,supply problem,and mismatch between demand and supply of public services for the “migratory bird-type”pension group,and then based on the actual observation of Sanya City in Hainan Province from a micro level,it is established as a typical research case.The orientation analyses the problems and practical experience it encounters,and then systematically constructs a public service supply system for the “migratory bird-type” pension group from an appropriate perspective,and clarifies the internal relationship between the three supply bodies of government,society,and the market to work in concert.It analyses the practical experience in all aspects,and combines the experience of foreign countries to extract and optimize the path countermeasures for the supply capacity and level of public services for the “migratory bird-type” pension group are as follows:Firstly,in the introduction part,it analyses the research background,research significance and the research status at home and abroad,from the internal needs of the“migratory bird-type” pension group,the objective external contradiction of the social development process and the reality of the public service supply and demand.From the perspective of the theoretical and practical significance of the research and the status quo of research at home and abroad,the value and feasibility of the topic are determined.Through reviewing the current research status and development trends at home and abroad,this paper establishes the research ideas,research contents and research methods,and points out the innovation and inadequacies of the paper.Based on the combing of the original research and the prediction of the research development trend,this paper tries to build the theoretical basis of the study of the public service supply of the “migratory bird-type” pension group and construct a set of matching logical ideas.In the field of doctoral thesis research,the concept definition and basic characteristics of the “migratory bird-type” pension group were comprehensively summarized for the first time.According to the attribute of this group and the institutional reasons affecting the supply and demand of public services,themanagement of floating population and household registration and the definition and connotation of relevant concepts such as institutions are analysed.Through detailed interpretation of the "push-pull" theory,supply theory,new public service theory and governance theory to analysis the motivation of the migration,the supply and demand problems.It regards the government as the leader of the governance system to propose the appropriate system construction and the final countermeasures to resolve the contradictions.It forms the mechanism diagram of theoretical analysis,and establish the theoretical framework and foundation for the supply and demand of public services for the “migratory bird-type” pension group.Secondly,under the guidance of theory,this paper needs to systematically sort out the historical evolution of the migratory birds to make the research object and relevant issues clearer.In the process of sorting out,it stages the 20 years since the birth of the“migratory bird-type” pension group based on the development characteristics and important time nodes,clarify the Law of Conformity between the Generation and Development of this Group and the Development of China's Real Estate Policy.The history of the development of the “migratory bird-type” pension group actual observation of public service supply experience in Sanya City of Hainan Province,this paper decides to select Sanya City as example,because Sanya City has rich experience in dealing with the contradictions between public service supply and demand of the “migratory bird-type” pension group.This paper further analyses the problems and practical experience of Sanya City in the process of practicing and mitigating contradictions.It will provide effective support and inspiration for the realization of creating a new supply system and the proposal of higher quality countermeasures.For this reason,before entering the specific countermeasures to respond to this contradictory problem,this article constructs a set of the “migratory bird-type” pension group public service supply system for pension groups from the perspectives ofgovernment responsibility,social coordination,and market operation to create a set of supply and demand system for the “migratory bird-type” pension group public services.From the perspective of regulation and security,it takes the advantages of government responsibility to promote the social coordination from the perspective of carrying,volunteering,and subsidizing;and highlighting market operation from the perspective of continuity,allocation,and support.From this,the formation of a supply system structure in which the "government-society-market" coordinated and complemented each other and operated efficiently,and improved the inadequate and inaccurate supply.Finally,based on the construction of deserved the “migratory bird-type” pension group public service supply system,this paper proposes the optimization path and improvement countermeasures to improve the supply and demand problem for migratory bird-type pension group.To improve and enhance the supply capacity,it must return to the system functions regarding to actively calling the government responsibility and social coordination and market operation,continuously improve the integration and coordination of government,social and market forces.From this perspective,this paper indicates that the implementation of path optimization still needs the cooperation and participation of these three forces.Firstly,the government needs to self-innovate and take into account the top-level design and local guidance;secondly,the society needs to be further empowered to aggregate supply functions and deepen service effectiveness;and thirdly,the market needs to stimulate activation,activate industrial layout and strengthen corporate responsibility.Overall,it needs to build a governance system in which the government plays as the leader,the society plays as the main body,and the market plays as supplement to improve the quality of public service supply for the “migratory bird-type” pension group,and improve the governance resilience of the government to deal with the problem for the “migratory bird-type” pension group.From a macro perspective,it provides effective ideas for improving the happiness,security,and the gain of elderly people in China in the new era.
