Study On Communit Unit’s Pension Service Supply And Demand Contradictions And Countermeasures

Aging population is a necessary process of the economic society development,and China,in the 21 st century,has entered the ranks of the aging countries.As the demand of pension continues increasing,the traditional models of family pension and pension agency have not been able to meet the diverse needs of urban elderly pension.Therefore,the urban community pension becomes an inevitable choice to deal with the urban pension issues now.Relying on state-owned enterprises,Community Unit is the product of welfare housing distribution system implemented during the planned economy period and a special form of urban communities.By the impact of macroeconomic policies,Community Unit’s population age distribution is relatively concentrated;its internal structure of the family tends to be like subject family;and its contradiction between the supply and demand of pension service becomes more prominent.The study of these contradiction issues contributes to better protection of the elders’ life quality,meanwhile,it can also offer some new ideas to help state-owned enterprises take their social responsibility better and ease the pressure on pension in our country.In this dissertation,the writer uses research methods of questionnaires and interviews to carry out investigations on 123 seniors aged above 60 living in Q Community.Through analyzing the current pension service supply and demand situation of Q Community in Changchun and comparing the supply and demand from four following aspects: economic support,solace,life care and medical insurance,this dissertation would identify and analyze the specific reason of the contradiction,bring up reasonable countermeasures and suggestions,and provide theoretical support and practical basis for the development of the elderly community care services.On the basis of Q Community’s pension service supply and demand analysis,the main reasons of its contradiction are: supply shortage,lack of energy,positional deviation and low quality.Based on the causes above,this dissertation gives reasonable suggestions from macro and micro perspectives.From the perspective of macro,firstly,adhere to the core status of family pension,and make an utmost effort to exert its function;Secondly,the government should encourage citizens to participate in social pension and use the market system to improve community pension services;Finally,the government should turn their roles from a manager into a coordinator,as well as adhere to the complementary effect of pension agency.From the perspective of micro,firstly,improve the construction of Q Community’s pension institution to deal with the increasingly serious pension services supply and demand;Secondly,promote the development of community self-organization and enhance the community vitality;Thirdly,strengthen the innovation of the Q community’s pension services,identify the location,and take serious consideration of the elderly demand and improve targeted services;Fourthly,complete the construction of professional service talents team and train more free talents to enhance the quality of pension service.
