A Study Of "The Small-Groups-Oriented-Mechanism" In Contemporary China From The Perspective Of Political Culture

The Decision of the CPC Central Committee on Major Issues Concerning Upholding and Improving the System of Socialism with Chinese Characteristics and Advancing the Modernization of China's System and Capacity for Governance is deliberated and adopted at the Fourth Plenary Session of the 19 th Central Committee of the CPC,which further underscores,”a system for leadership of the CPC should be improved by taking charge of the overall situation and coordinating all sectors.”It also indicates that,”a coordinating,cooperating mechanism should be improved to prevent conflicting policies carried out by different departments and to avoid the effect of policies being offset against with each other.”Therefore,it is a trend of time to further explore the modern governance system which has efficient,collaborative operation within departments,which dismantles barriers between departments and tackles complex issues with efficiency based on the overall leadership of the CPC.The importance of committees,leading groups and consultant,coordinating commissions widely existing in party-government system should not be underestimated in China's governance.However,few scholars pay attention to activeness of these committees and leading groups.This research is based on current political context to further understand the meaning of socialist institutional system with Chinese characteristics and modern spirit,and to provide theoretical support for advancing the modernization of China's system and capacity for governance.China's Group Mechanism will be researched from a traditional perspective of Public Administration,so the big picture of it can be showed more directly from an institutional level.Supplemented with cultural perspective,an insight into the deep implication of the existence of national systems and their changes can be gained.This research attempts to interpret the legality,the rationality and the social effect of China's Group Mechanism from a political and cultural perceptive.Besides,it reveals the relationship and inherent regularity between culture and national systems and tries to connect them academically,which provides a fresh view and makes innovation in theory.This research is divided into six parts.First of all,a logic between system design and political party system will be explained based on institutional characteristics of China's Group Mechanism,whose political value in the current governance system will be clarified.In addition,on account of the basic knowledge above,a cultural study for China's Group Mechanism will be conducted.This research selects three aspects from political culture including political identification,political awareness and political socialization,forming the core of the research.Overall,from the aspect of political culture,this research reveals a relationship between political identity from either the inside or the outside of China's Group mechanism and the particularity of its organizational structure,so as to describe how the political ecology of China's Group mechanism develops positively.Besides,from the aspect of political awareness,the institutional rationality of China's Group mechanism is justified given the time and social demand,supported by changes in its decision-making model.Social effect caused in the practical process of the China's Group mechanism such as political propaganda,political stability,culture realization and so forth is also revealed from the aspect of political socialization.Finally,based on analyses out of these three aspects,it is pointed out that the growth of China's Group mechanism should be promoted culturally by strengthening and implementing political consciousness in the new era,consolidating political identity both from the inside and outside of Group and enhancing effectiveness politically and socially of China's Group mechanism.This research is based on political and cultural perspective but emphasizes the impact on political system exercised by the power of culture.China is in a critical period of development and change presently,so the effectiveness and stability of the national system are determined by how political culture fits government system.Although China's Group mechanism is called sub-formal system by scholars,it shows unexpectedly a kind of representative scientific rational thinking to contemporary Chinese politics.Furthermore,a research into national system from a political and cultural perspective covers some areas of normative research of Public Administration,providing a fresh viewpoint for research into organization systems.The core of this research is to build a theoretical relationship between culture and national systems,whose value lies in exploration for putting abstract cultural theory into specific political practice,in order to give a more solid explanation for contemporary Chinese politics.
