A Study On China's Public Diplomacy Development Since The 18th National Congress Of The CPC

Since the 18 th National Congress of the CPC,China has risen to be the dominant force in leading the re-globalization of the world.During this process,China has put forward a series of new "beyond-public-diplomacy" values in the public diplomacy field and actively put them into practice so that China could be known and recognized by the world.Public diplomacy research in China must make a theoretical response to China's public diplomacy innovation of concept and value since the 18 th National Congress of the CPC.This thesis proposes China's public diplomacy since the 18 th National Congress of the CPC is emerging the new theoretical systems,forms and paradigms,and regards it as the new development trend of the world's public diplomacy in the process of re-globalization,surpassing traditional or new public diplomacy.China's public diplomatic research since the 18 th National Congress of the CPC focuses on two aspects: First,how does China go global.China has embarked on the road of national re-juvenation and risen in the world.In this background,China needs to explore a new diplomatic path to be understood and accepted by the world,which has also been emphasized in the 18 th National Congress of the CPC.Second,how does China combine its benefits with global development.China must contribute to the global development before going global.The rise of China cannot be separated from world development.This is a historical mission entrusted to China in the new era.These two aspects determine that the emerging theoretical systems and paradigms of China's public diplomacy since the 18 th National Congress of the CPC,originates from China and yet goes beyond China,achieving the unification of the "three benefits"-benefits of China,human and life.This thesis does an overall analysis of China's public diplomacy since the 18 th National Congress of the CPC based on "what is public diplomacy","where doespublic diplomacy come from","where will public diplomacy go","what will happen to public diplomacy" and "what needs to be done in public diplomacy".China's public diplomacy since the 18 th National Congress of the CPC is the process of promoting interactive dialogues among different countries in history,systems,and cultures,realizing common development,and ultimately building an inclusive global governance system that transcends universal value in the context of re-globalization.It's proposed by China,led by governments all over the world and participated by societies and people both from China and abroad.Based on specific research,this thesis puts forward the strategic choices of China in the public diplomacy development,which are theoretical construction of academic discourse,strategic construction of system operation,consensus construction of dialogue among civilizations,and practical construction of mechanism communication system.This thesis believes that China's public diplomacy since the 18 th National Congress of the CPC is a historic revolution in public diplomacy practice and research.On the one hand,it goes beyond the value orientation of public diplomacy which regards achieving national interests as the ultimate goal,and pursues the ultimate value of humankind and the life community,bonding countries,histories and civilizations;on the other hand,it transcends the theory of international relations itself,which means that China's public diplomacy since the 18 th National Congress of the CPC will bring public diplomacy to anther stage.
