The problem of government credit is implicated and is an important theoretical issue in the classic theories of political science and public administration.It is also a pragmatic issue receiving a lot of attention from the theoretical community in recent years.The weakening of government credit will bring about a series of negative effects such as reduction of the legitimacy of governance,increase of government costs,social disorder,and obstruction of livelihood development.In recent years,studies have shown that the weakening of government credit has become a common problem in the administration of most developed and developing countries.Therefore,continuously strengthening government credit construction and effectively increasing public trust in the government have become important tasks for governments of all countries.In the context of the new era,China's government credit is facing the challenge of accumulated weakening risk.The problem of government dishonesty exists to a certain extent in government administration at all levels and in all fields.Therefore,strengthening the research on the credit construction of our government in the new era is of theoretical and practical significance.Institutional credit a basic form of government credit in modern society.The three factors including value justification which affects the generation of institutional credit,the achievement of institutional performance,and the effective operation of the system constitute the basic framework for interpreting the factors of government credit.According to this analytical framework,in the context of modern society,the impact factors of government credit are composed of value factors,performance factors and system operation factors.Value factors mainly include the fairness of administrative value,the public interest in the exercise of power,and the democratic participation of administrative procedures;performance factors mainly include government economic performance and institutional performance;system operation factors mainly include government rule of law administration,government responsibility administration,government open administration and implementation of public policies.Through the application of empirical research methods,this paper concludes that the value factor,performance factor and system operation factor have a positive effect on and can well explain China's government credit in the new era.At the same time,the conclusion of this empirical research also shows that these factors affect government credit differently.In the context of the new era,China's government credit presents an overall level of relatively high and stable,but there exists a structural problem of “high at center level while low at local level” at present.Government dishonesty is mainly manifested in three aspects including the lack of administrative value,insufficient supply of government performance,and low effectiveness of system operation.Therefore,based on the classification and clarification on the current state of government credit and the issues of dishonesty in the new era,starting from the institutional context,social context,cultural context,and media context of government credit construction in the new era,this paper sets the basic path of China's government credit construction at three dimensions including administrative value,government performance and system operation,and strive to build a path system of Chinese government's credit construction in the new era through effective realization of administrative value,effective supply of government performance and effective operation of system.
