This paper through analyzes of Government Performance evaluation and administrative accountability system in common based on the theory and coupling in functional, this paper analyzes the performance evaluation of government to promote the plight of the accountability system, drawing on the state of New South Wales, Australia Performance Accountability successful experience, exploring the performance evaluation of the government push on the path of accountability.The analysis indicates that the government performance appraisal propulsion accountability dilemma, which is mainly embodied in under the influence of the traditional culture and values, the main body of governmental performance single, government led the performance evaluation indicators designed scientific content of fuzzy accountability, government performance evaluation does not regulate lead to a larger aperture of accountability, government performance evaluation in short supply leading to the institutionalization of accountability can not become institutionalized and normalized.At present, China is actively exploring "Performance Accountability" mode, trying to improve the government performance evaluation to ensure accountability of its implementation. Western countries on the performance evaluation model of accountability discussed earlier than us, all aspects of theory is relatively mature, therefore, in order to well-designed performance evaluation system in China's government, we should to seriously learn from successful experiences of foreign countries. After nearly 10 years of practical activities, performance assessment in New South Wales has become a more robust assessment of government performance accountability model; in the reform of public sector has certain representativeness in Australia. We should seriously, combing the present for performance evaluation of accountability, build a set of Chinese characteristics, "Performance accountability" model. In view of this, this paper put forward based on the performance evaluation of government implement accountability path selection is mainly from the several aspects: reshape government performance evaluation value concept, building accountability culture atmosphere; build multivariate government performance evaluation system, clarify accountability; construction a feasible government performance evaluation indexes, standardize accountability specific content; regulate the government performance appraisal procedure to ensure that no gap of the accountability process.
