Since the September 11th incident in the United States,global terrorist attacks have intensified.Preliminary statistics show that in the first 8 months of 2017,at least 13 terrorist attacks have occurred in the European region,involving France,Britain,Germany,Spain,Belgium,Sweden,In Finland and other countries,at least 58 people were killed and more than 300 were injured.Terrorism has become a major challenge for all countries in the world and has profoundly affected the evolution of international relations and the world political structure.With the deepening of the actions of all countries in the world to combat terrorism,the international fight against terrorism has achieved major victories.The anti-terrorism coalition led by Russia and the United States has carried out a military strike against the "Islamic State"(IS),resulting in the "Islamic State" losing ground in the Middle East battlefield.In the situation where IS was defeated,a new wave of extremism and terrorism began to spread from the Middle East to the rest of the world.From all parts of the world to the Middle East who participated in the "jihad" in the Middle East,terrorists returned to the rest of the world,posing a great threat to security and stability around the world.In the face of terrorist spillovers,no country can stand alone in the fierce fight against terrorism.Joint inter-State fight against cross-border terrorism is of utmost importance.The domestic and foreign papers on terrorism mostly study the causes and prevention of terrorism from the perspectives of politics,religion,and legislation.A few models of terrorism are mostly studied from the perspective of traditional games.From the perspective of differential game,this paper considers the impact of the international community's joint efforts to combat cross-border terrorism,and analyzes the country's optimal anti-terrorism strategy through theoretical modeling and the importance of international counter-terrorism cooperation.This paper attempts to start from three angles,and analyzes the international counter-terrorism cooperation efforts in detail in the differential game in dynamic games,and studies and compares the optimal strategies for potential terrorist inflows and outflows without sharing costs,sharing costs,and collaborative cooperation.Choice and system revenue.It also compares the benefits of a single counter-terrorist operation and dual counter-terrorism operations and points out the importance of counter-terrorism cooperation from a theoretical model perspective.The specific research work includes the following three parts:First,consider the long-term nature of international anti-terrorism,establish a differential game model and solve feedback Nash equilibrium solutions.Taking the counter-terrorism system composed of potential inflow and outflow countries of terrorists as the research object,the country's optimal tactical choices and benefits are analyzed from the angles of military strike operations,border security actions,cost sharing ratios,etc.,and action cost coefficients are discussed.The impact of factors such as the joint strike coefficient and the combined coefficient of anti-terrorism strength loss on the equilibrium solution.Second,considering the complexity of international counter-terrorism cooperation,and making decisions based on maximizing the self-interest of both sides of the game,build a differential sequential game model in which the terrorist's potential inflow countries share the cost of the outflowing country,using the Starkberg model.Solve the equilibrium solution.Then on this basis,numerical analysis was conducted to study the factors that contributed to the sharing of proportions.Third,considering the diversity of international counter-terrorism,we first analyze the influence of the decision-making variables of the joint military strike against a single counter-terrorism operation on international counter-terrorism cooperation.On this basis,the impact of decision variables that consider dual anti-terrorism operations of joint military strikes and border security inspections on international counter-terrorism cooperation is expanded.In the dual counter-terrorism operations,the inflow countries are considered to share the cost of the dual counter-terrorism operations of the outflow countries respectively.Then compare and analyze optimal strategy choices and system benefits in a single anti-terrorism operation and dual counter-terrorism operations under three scenarios:cost sharing,cost sharing,and coordinated anti-terrorism.The innovation points of this paper include the following two points.First,differential game,as a dynamic game of the game participants without interruption in time,conforms to the characteristics of the repeatability,continuity and duration of international counter-terrorism actions.Existing literature does not consider the impact of international counter-terrorism cooperation on the fight against terrorism from the perspective of differential game.Second,it analyzes the strategies of joint combat against cross-border terrorism from the perspective of differential game,and determines the strategic choices of different countries from multiple situations,providing a theoretical basis for promoting international counter-terrorism cooperation and exploring new forms of counter-terrorism cooperation.This paper makes a detailed analysis of international counter-terrorism cooperation against cross-border terrorism from the dynamic game of differential game and differential sequential game,provides a model explanation for international counter-terrorism cooperation needs joint efforts and cooperation,and studies other anti-terrorism variables to some extent.The impact of changes on the fight against cross-border terrorism.The conclusions of the study provide useful references for the international community in formulating cross-border terrorist attack strategies,deepening international counter-terrorism cooperation,and rationally allocating counter-terrorism resources.
