Poverty is the source of evil that causes misfortune in human life,and is an obstacle and barrier that restricts the development of human society.Eradicating poverty is the ideal that human society strives to achieve,the value pursuit unanimously recognized by the international community,and the unremitting goal and political commitment of the Communist Party of China.The policy of development-oriented poverty alleviation is the fundamental principle that the party and government always adhere to in the practice of development-oriented poverty alleviation program for Rural China.The essence of development-oriented poverty alleviation conception is to combine self-reliance with social assistance,effectively link poverty alleviation resources with the needs of people,stimulate the endogenous motivation of the impoverished population to a greater extent,help people to continuously enhance their skills and improve their enhancing the skills of the impoverished population and improving their capacity for self-development,rely on self-reliance and hard work broke through the barriers of poverty,broke the vicious circle of inter-generational transmission of poverty,and got rid of poverty from the inside out.If the poor want to get rid of poverty fundamentally and achieve sustainable and stable poverty alleviation,simply providing material relief assistance is limited,and it is easy to breed their inertia.To help the poor out of poverty,first of all to help them build confidence in their ability to get out of poverty on their own and see that they can access the education they need to do so.Only by developing education in rural areas and improving the scientific and cultural qualities of the poor,help them increase confidence in their own ability to lift themselves out of poverty.Through persistent study and hard work,the future and destiny of one generation or even several generations will be completely changed.Therefore,as an important part of the national strategic system for poverty alleviation,the importance of educational poverty alleviation is constantly emerging,and it has been given the historical mission of “preventing the transfer of poverty across generations”.Helping the poor and assisting the needy is a fine traditional of the Chinese nation,and disaster relief is the responsibility of civil society.As one of the important social forces,social organizations have the responsibility and obligation to participate in the practice of educational poverty alleviation.Since the 18 th CPC National Congress,China has entered thestage of securing a decisive victory in building a moderately prosperous society in all respects.Accordingly,it has also entered the crucial stage of poverty reduction.Poverty alleviation by social organizations has become an important part of the overall layout of the country's poverty alleviation and development,and has risen to the level of national top-level institutional design.In this context,an in-depth study of the educational poverty alleviation by social organizations has important practical significance and theoretical value for actively guiding social organizations to participate in poverty alleviation,and it is self-evidently important to better play the role of social organizations in educational poverty alleviation.For this reason,the thesis selects the topic of educational poverty alleviation by social organizations,and uses historical research,systematic research,comprehensive research and empirical research to conduct research.The thesis discusses the basic concepts,development history,theoretical resources,practical explorations,and practical models of social organization on educational poverty alleviation,so as to clarify the important role played by social organizations on educational poverty alleviation.Standing in the historical direction of the new era,the thesis profoundly explores the role positioning,basic experience,development opportunities,development challenges,and development paths of social organization on educational poverty reduction.In the context of building a moderately prosperous society in all respects,the author hopes that this paper can help the party and the government to achieve the overall goal of poverty alleviation through education.Specifically,the thesis is divided into six chapters.Chapter One is Introduction.This chapter mainly introduces the background and research significance of the topic selection,the current research status of domestic and foreign scholars in this area,the research ideas of the paper,the research methods used in the process,the framework of the thesis,and the innovations and deficiencies of the thesis.These provide a basic logical starting point for the thesis research.Chapter Two is an overview of social organizations on educational poverty alleviation.This chapter mainly explains the basic concepts,realistic background,development context,and overall effectiveness of social organizations on educational poverty alleviation.Taking the realistic background of social organizations on educational poverty alleviation as a starting point,the development context of social organizations on educational poverty alleviation has been roughly divided into four stages: 1978-1989 exploration stage,1990-2000 development stage,2001-2011 annual deepening stage and the targeted stage since 2012.The thesis summarizes the overall results of social organizations on educationalpoverty alleviation from four aspects:alleviating the financial pressure on the government's educational poverty alleviation,filling the gaps in the government's educational poverty alleviation work,promoting the government to improve the efficiency of educational poverty alleviation,and reducing the educational burden on children of poor families.Chapter Three is the theoretical resources of social organizations on educational poverty alleviation.This chapter summarizes the theoretical resources of the thesis from four parts:classic Marxist related theories,Chinese Marxist related theories,foreign scholar related theories,and related theories contained in traditional Chinese culture.They provide important theoretical support for the practical exploration,model analysis,and future prospects of Chapter Four to Six.Chapter Four is the practical contents of social organizations on educational poverty alleviation.This chapter summarizes the main areas and practices of social organizations on educational poverty alleviation in the past 40 years of reform and opening up from six aspects: basic education,vocational education,general higher education,financial assistance for students from rural families with financial difficulties,rural education infrastructure construction.Chapter Five is the main model of social organizations on educational poverty alleviation.This chapter roughly divides social organizations on educational poverty alleviation into three basic modes: social organizations independent operation mode,social organizations and government cooperation mode,social organizations + industrialization cooperation mode.Among them,the independent operation mode of social organizations includes the fund-raising tool mode,project operation mode,and organizational funding mode;the cooperation mode of social organizations and government includes the government purchase service mode,the government and social capital cooperation mode;and social organization + industrialization cooperation mode includes social enterprise model,philanthropic venture capital model,impact investment model.Chapter Six is the future trend of social organizations on educational poverty alleviation.This chapter is divided into five parts.The first part clearly defines the role of social organizations on educational poverty alleviation.The thesis scientifically and rationally positions the role social organizations on educational poverty alleviation practice as a linkman of poverty alleviation resources,a provider of poverty alleviation services,a builder of poverty alleviation capacity,a advocate of poverty alleviation actions and a collaborator of poverty alleviation working.On this basis,the second part proposes to carry forward thebasic experience of social organizations on educational poverty alleviation.The thesis summarizes the basic experience of the forty years of sustained and healthy development of social organizations on educational poverty alleviation from four aspects: actively seeking support from the party committee and government,building a brand for educational poverty alleviation,attaching importance to the role of public opinion and guidance,carrying out various forms of charitable fund-raising.It provided guidance for the future development of social organizations on educational poverty alleviation.The third part analyzes the current development opportunities of social organizations on educational poverty alleviation,that is,the economic and social transformation stimulates the development of social organizations,the national governance modernization goal provides development opportunities,the transformation of government functions requires social organizations to undertake work,and institutional innovation creates a development environment for social organizations.The fourth part examines the current challenges faced by social organizations on educational poverty alleviation.The analysis of the thesis points out that the current problems of social organizations on educational poverty alleviation include the lack of social organization education poverty alleviation laws,rigid external management of social organizations,general shortage of resources,and insufficient internal capacity.These problems need to be solved urgently.The fifth part constructively proposes the optimal path choice of social organizations on educational poverty alleviation.The thesis proposes that in order to continue the healthy development of social organizations on educational poverty alleviation working,it is necessary to construct a legal system for social organizations on educational poverty alleviation,improve the external governance environment of social organizations,implement social organization cultivation support policies,and strengthen internal capacity building of social organizations.In short,by comprehensively summarizing and analyzing the practice and current development of social organizations on educational poverty alleviation,the thesis proposes the following innovative ideas.Firstly,it summarizes the main models of social organizations on educational poverty alleviation,including the social organizations independent operation mode,social organizations and government cooperation mode,social organizations +industrialization cooperation mode.Among them,the independent operation mode of social organizations includes the fund-raising tool mode,project operation mode,and organizational funding mode;the cooperation mode of social organizations and government includes the government purchase service mode,the government and social capital cooperation mode;andsocial organizations + industrialization cooperation mode includes social enterprise model,philanthropic venture capital model,impact investment model.Secondly,in view of the important role of social organizations in social poverty alleviation under the pattern of large-scale poverty alleviation,the five roles of social organizations on educational poverty alleviation in current and after the year of 2020 are clearly positioned,namely the resource linkman,the service provider,the capacity builder,the action advocate and the work collaborator on educational poverty alleviation.Thirdly,it summarizes the basic experience of social organizations on educational poverty alleviation over the past forty years,including actively seeking support from the party committee and government,building a brand for educational poverty alleviation,attaching importance to the role of public opinion and guidance,carrying out various forms of charitable fund-raising.It provides guidance for addressing rural relative educational poverty after the year of 2020.And fourthly,we faced up to the opportunities and challenges faced by social organization on educational poverty alleviation to solve the problem of relative poverty in rural areas in current and after the year of 2020,and proposed constructively optimized path choices.
